Justice Minister Seeks Removal of Ziobro’s Immunity Over Fundusz Sprawiedliwości Allegations

The Polish Ministry of Justice plans to request the removal of Justice Minister Zbigniew Ziobro’s parliamentary immunity following accusations he directed funds from the Justice Fund to purchase the Pegasus spyware.

Unverified Allegations Surface

Polish media report that the Ministry of Justice intends to petition the revocation of Zbigniew Ziobro’s immunity, following unofficial claims from “Superwizja” reporters that he directed the handling of the Justice Fund. A press conference by prosecutor Anna Adamiak was announced for 11:30, where the new petition concerning the Justice Fund investigation would be discussed.

Ziobro’s Defense at the Pegasus Commission

During an October hearing, Ziobro testified that he had initiated the transfer of funds from the Ministry of Justice to purchase Pegasus spyware and expressed pride in his role, stating the software was used to detect international crime rings. Several days later the commission’s chair confirmed an indictment had been filed against him with the prosecutor’s office.

Commission Leader Files Indictment

Commission head Magdalena Sroka said Ziobro bears full responsibility for how Justice Fund resources were spent, accusing him of neglecting his duty to ensure the fund reached crime victims. Witold Zembaczyński warned that exceeding legal authority could lead to up to fifteen years of imprisonment.

Justice Fund Misappropriation Claims

The scandal also involves Deputy Justice Minister Michał Woś, who allegedly transferred 25 million zlotys—intended for victim support—to purchase Pegasus. Waldemar Żurek noted that the money was meant to help victims return to a normal life, not for special‑forces services.

Prosecution Moves Against Former Deputy Minister

On 21 October, prosecutors filed an indictment against former Deputy Justice Minister Zbigniew Ziobro, marking a formal legal step to investigate the misuse of Justice Fund money and the Pegasus procurement controversy.
