Key Moment Looms for Ziobry as Polish Public Opinion Reveals Verdict

A Polish survey released on 5 November shows that 36.2 % of voters want Zbigniew Ziobry held accountable for the Justice Fund scandal, while 39.7 % say he should not be.

Survey on Ziobry’s Accountability

Between 4 and 5 November, SW Research conducted an online questionnaire for Onet.pl, interviewing 828 adults from a nationally representative sample.

The poll found 36.2 % of respondents believed Ziobry should be held legally responsible for the Justice Fund affair, 39.7 % disagreed, and 24 % had no opinion.

Parliament Moves to Address Ziobry’s Immunity

The Sejm’s rules committee is set to discuss the prosecutor’s request on Thursday to revoke Ziobry’s parliamentary immunity.

If MPs approve the removal, a decision on whether he should be detained will be taken on Friday; otherwise, the case will remain closed.

Prosecutor’s Petition to Withdraw Immunity

In October, Attorney General Waldemar Żurek sent a request to Marshal Szymon Hołownia asking the Sejm to lift Ziobry’s immunity and authorize his arrest and temporary detention during the investigation into the Justice Fund.

Prosecutors argue the minister committed 26 crimes, including leading a criminal network, allegations that Ziobry denounces as fabricated.

In January, former deputy justice minister Zuzanna Rudzińska‑Bluszcz remarked that the Justice Fund had become a public symbol of improper use of public money, labeling it Ziobry’s private fund and a fund of injustice.

Since 2017, a special regime has allowed allocations beyond the program and selection, with criteria described as vague; during 2017‑2023 more than 285 million PLN was granted under this scheme.

Letter from PiS President to Ziobry, 2019

Before the 2019 parliamentary elections, PiS leader Jarosław Kaczyński wrote to Ziobry urging the immediate ban on party candidates using the Justice Fund during campaigns.

Kaczyński later claimed the letter had not been received, asserting the fund’s operations were typical of other similar funds operating continuously.
