Kremlin Rejects European Amendments to Peace Plan: “We Are Not Touched”

Russia’s Kremlin spokesman said European tweaks to the U.S. peace plan for Ukraine are unconstructive, adding the proposal does not align with Moscow’s stance.

Kremlin deems European proposals unconstructive

On Monday, Kremlin adviser Yuri Ushakov criticized circulating European proposals, calling them “totally unconstructive” and unsuitable for Moscow.
He said the U.S. peace plan requires more detailed discussion among stakeholders.
Ushakov noted that the U.S. may reach out for a personal meeting and initiate talks with Russia.

Draft U.S. peace plan for Ukraine

The 28‑point American plan called for a Ukrainian security guarantee, downsizing the army to 600,000 troops, relinquishing territories captured by Russia, and opening Ukraine to NATO.
Poland was to host European fighters, while U.S. jets would be stationed there, and financial compensation was to be granted until frozen Russian assets were released.
The proposals resemble a NATO Article 5 commitment, providing military aid in case of another Russian assault.

Plan reduced to 19 points

In Geneva, U.S. and Ukrainian delegations trimmed the original plan to 19 items, retaining the core American framework but dropping other European additions.
Ukrainian officials reviewed each proposal point with the U.S., noting that the 28‑point plan, as originally envisioned, no longer exists.
The European amendments were largely removed or altered.

Ukrainian response to the revised plan

Alexander Buz, advisor to the presidential office, declared on social media that every point of the revised plan was discussed with the U.S. and that the Ukrainian response remained firm.
He emphasized that Ukrainian concerns were promptly addressed during negotiations.
