Russian spokesperson Dmitry Peskov said Ukraine’s pursuit of NATO membership is central to peace talks, as Kyiv demands bilateral security guarantees while Berlin leaders push for a compromise over the Donbas.
Kremlin Spokesman Highlights Key Negotiation Issue
“Of course this issue is key and deserves special attention compared to others,” said Dmitry Peskov, cited by the Russian news agency TASS. He added that the discussion should not be broadcast loudly and emphasized that the legally binding conditions for Ukraine’s membership in NATO are the “cornerstone” of the peace negotiations.
Ukraine Demands Security Guarantees from NATO and Allies
Ukrainian President Volodymyr Zelensky stated that since the beginning Ukraine has sought NATO membership as a real security guarantee. He noted that some partners in the United States and Europe had not supported this direction. Zelensky added that the chances of preventing another Russian invasion rely on bilateral security guarantees between Ukraine and the U.S., an Article‑5‑style guarantee for Ukraine from the U.S. side, and security guarantees from European partners and other countries such as Canada and Japan.
Berlin Negotiations Continue with U.S. and European Leaders
On Monday, Ukrainian‑American talks on a peace plan in Berlin continued, aiming to develop a position to present to Vladimir Putin. The U.S. delegation is represented by envoy Steve Witkoff, while Ukrainian President Zelensky leads his side. In the afternoon European leaders—including Prime Minister Donald Tusk, President Emmanuel Macron, Prime Minister Keir Starmer, and Chancellor Friedrich Merz—joined the discussions.
Focus on Territorial Compromise Over Donbas
According to U.S. representative Steve Witkoff, the negotiations have made significant progress, with the primary focus on territorial issues. Russia seeks the entire Donbas, whereas the U.S. proposes a Ukrainian withdrawal and the creation of a demilitarized zone. Ukraine, meanwhile, advocates freezing the front line and withdrawing both sides in a balanced manner.
