The French foreign minister convened a telephone conference on Friday, November 21, involving ministers from Germany, Poland, the United Kingdom, Finland, Italy and EU authorities. The call was announced on X.

The plan will also be touched upon at the G20 summit on Saturday. Ursula von der Leyen posted on X that she had already spoken with President Zelenski, and European Council President Antonio Costa was also involved.

US 28‑Point Peace Plan Presented
On Thursday in Kyiv, U.S. officials presented a 28‑point peace plan to Ukrainian authorities. The proposal includes returning the Donbas and Crimea to Russia, freezing front‑line zones in Zaporizhzhia and Kherson, reducing the Ukrainian army, and relinquishing NATO membership. The United States expects Ukraine to sign a framework agreement with Russia by Thursday, November 27.
