Ministry of Finance Updates KSeF but Maintains Mandatory VAT-Exempt Compliance

The Ministry of Finance has rejected calls to exclude VAT-exempt taxpayers from the mandatory National e-Invoicing System (KSeF), while simultaneously issuing new clarifications regarding system errors, data integrity, and file validation.

Despite mounting pressure from entrepreneurs and accounting professionals, the Ministry of Finance remains firm in its decision to include VAT-exempt taxpayers in the mandatory National e-Invoicing System. The ministry argues that maintaining this scope is essential for the system’s operational objectives.

Addressing Systemic Technical Failures

The ministry has provided its first comprehensive response to critical technical issues, including missing documents, duplicate invoices, and the lack of automated verification for XML file content. Officials clarified the technical reasoning behind the system’s acceptance of invoices containing severe mathematical errors and confirmed that the responsibility for identifying such inaccuracies lies with the taxpayers.

New Functionality and Future System Adjustments

The updated guidance introduces the KSeF 2.0 Taxpayer Application and outlines forthcoming improvements intended to streamline operations for businesses and accountants. These changes aim to mitigate current friction points within the system’s architecture.
