Kraków mayor Aleksander Miszalski has dismissed Łukasz Franek from his post as director of Public Transport Management, effective February 11.

Łukasz Franek has been dismissed from his position as director of the Public Transport Management in Kraków. His duties will be taken over by his deputy, Magdalena Musiał.
The decision was announced by Mayor Aleksander Miszalski on Wednesday, February 11, through a social media post where he did not specify the reasons for the dismissal.
Clean Transport Zone Background
Franek, who had held the position since 2019, was responsible for preparing the regulations for the Clean Transport Zone (SCT), which began on January 1, 2026, and covers approximately 60% of Kraków’s area.
The SCT has faced controversy among drivers, with the City Council of Kraków approving it despite opposition from local residents. The Malopoleskie Voivodeship Assembly expressed concerns about the SCT in July, and in January the marshal’s office noted continued confusion and worry among residents.
Mayor’s Next Steps
Miszalski stated he has ordered the preparation of a detailed report on the Clean Transport Zone, to be completed within two weeks.
“I will propose a solution that will allow us to continue to care for the health of residents and the air in Kraków, but will also be a response to the voiced concerns,” the mayor announced in his statement.
Public Reaction
Since the SCT implementation, acts of vandalism have occurred in the city. Opponents of Miszalski have begun collecting signatures for a referendum on his recall.
