Miszalski Dismisses Public Transport Head, Proposes Solution

Aleksander Miszalski, President of Kraków, announced on Wednesday, February 11, that he has dismissed Łukasz Franek from his position as director of the Public Transport Authority. Franek’s duties will be taken over by his deputy, Magdalena Musiał. The President did not specify the exact reason for his decision in a statement posted on social media.

Policy Review Initiative

Miszalski stated: “I ordered the preparation of a detailed report within two weeks. I will propose a solution that will continue to care for the health of residents and air quality in Kraków, but will also address the concerns raised.”

This announcement follows the President’s decision to review all opinions and concerns regarding the scope and rules for entering the Clean Transport Zone.

Clean Transport Zone Controversy

Łukasz Franek had been head of the Public Transport Authority since 2019, where he was responsible for preparing the regulations for the Clean Transport Zone. He had defended the SCT rules, which have caused controversy among some drivers and were passed by the Kraków City Council despite opposition from local communities.

The Małopolskie Regional Assembly expressed concern in July about the planned shape of the SCT, and in January, the Marshal’s Office stated that voices of confused and concerned residents still reach the provincial board regarding its current form, as reported by Radio Kraków.

Public Reaction and Referendum Efforts

Since the SCT came into force, acts of vandalism have occurred, and opponents of Miszalski have begun collecting signatures for a referendum on his dismissal.

The SCT zone, which covers approximately 60% of Kraków’s area, came into effect on January 1, 2026, introducing new rules for entering parts of the city.
