mObywatel App to Continue Development Alongside European Digital Identity Wallet

Polish Ministry of Digitization confirms both national mObywatel app and European Digital Identity Wallet will be developed separately.

New Legislation for Digital Identity

Last week, Poland’s Ministry of Digitization published a draft amendment to the Act on trust services and electronic identification. The legislation aims to adapt national regulations to the amended EU eIDAS regulation, primarily by introducing the European Digital Identity Wallet to EU member states.

Technical Differences Between Systems

The ministry has clarified that despite similar functionalities, the mObywatel app and European Digital Identity Wallet are fundamentally different in their architecture and technical implementation. These differences make it impossible to integrate the European wallet within the mObywatel app, which is based on different technical assumptions.

Clear Division of Functions

Deputy Minister of Digitization Dariusz Standerski emphasized that the two applications will serve complementary purposes rather than duplicating functions. The mObywatel app will continue to house national documents, while the European Digital Identity Wallet will primarily authenticate Polish identities across EU countries and enable credential sharing for services abroad.

Implementation Timeline

The ministry is at an early stage of implementing the European digital wallet, with the project scheduled to go before the government’s Digitization Committee. A ten-month plan involving workshops, tests, research, and consultations has been outlined to ensure thorough development.
