NATO officials have announced a move toward proactive responses to Russia’s hybrid attacks, prompting Polish experts to assess the potential risks and benefits of this new stance.
NATO’s Shift to Proactive Posture
The Alliance has announced a change in its approach to Russian hybrid attacks, moving away from purely reactive measures toward a more proactive stance. This decision follows NATO’s longstanding defense doctrine and is intended to better protect member states.
Admiral Dragone on Hybrid Defense
Italian Admiral Giuseppe Cavo Dragone told the Financial Times that NATO will respond to Russia’s hybrid threats in a less reactive manner. He emphasized that the former Air Force Inspector, Tomasz Drewniak, supports a top positive response to counter hybrid attacks.
General Tomasz Drewniak on Reactive Measures
General Drewniak criticized NATO’s previous passive posture, stating that all member countries, including Poland, were constrained by the Alliance’s doctrine and national regulations. He highlighted that NATO’s defensive nature is foundational to its genetic code.
Dr. Piotr Mickiewicz on Prevention and Resilience
Academic and former watercraft officer Dr. Piotr Mickiewicz argued that NATO must build a resilience system to detect and prevent attacks before they occur. He opposed cyber attacks on Russian territory and promoted coordinated, preventive action.
Risk of Escalation and Poland’s Assessment
Dr. Mickiewicz said that the proactive stance—focused on preventing attacks rather than targeting Russian systems—should not increase tensions. He added that demonstrating the ability to block attacks could reduce future Russian cyber operations.
