During a Saturday interview on Polish Radio 3 with host Renata Grochal, Acting President Karol Rabenda discussed President‑in‑‑Office Karol Nawrocki’s plan to create a new institution announced during the speech that followed the swearing‑in ceremony in the Sejm. He confirmed that the council, which will be part of the National Development Council, will be founded in January 2026 and will include a “Council for Institutional Reforms” to repair the system.
Nawrocki’s Announcement on August 6
On 6 August, President Nawrocki addressed the National Assembly and pledged to set up a State‑Repair Council to address the country’s constitutional problems, a move he said reflects the wishes of the Polish people. He intends to invite representatives from all political circles, academics, and others concerned with the nation’s legal framework, and he views the Presidential Palace as a venue for dialogue on a comprehensive overhaul of the Polish system.
Nawrocki’s Veto of Laws
Earlier this week, President Nawrocki exercised a veto on three bills, including amendments to the Education Act, the Public Health Act and the Personal Income Tax (raising the sugar‑tax surcharge), and changes to the excise‑tax law. He explained that as President he must approve laws that serve citizens and reject those that harm them, justifying his lack of signature. Finance Minister Andrzej Domański called the decision “inconsistency and hypocrisy,” noting that the sugar tax is used to fund health protection while the alcohol excise increase had no direct link to public‑health financing.
