Czech President Petr Pavel, after preliminary assessments of the U.S. plan, expressed a more positive view of the talks between the United States, Ukraine, and Europe, noting the plan must be realistic on the battlefield and also respect international norms. EU President Costa Announces Progress on Ukraine Peace Plan
EU Council President Antonio Costa informed that talks on a Ukraine peace plan have advanced during a special meeting in Luanda. He pledged that the European Union will continue to provide diplomatic, military, and economic support to President Zelensky.
The U.S. 28‑point plan includes security guarantees for Ukraine, a reduction of Ukraine’s army to 600,000 soldiers, restoration of territories occupied by Russia, and a path toward NATO membership. The plan also proposes putting on standby European and U.S. fighters in Poland and offering financial compensation for frozen Russian assets until released.
