On Friday night, November 21, the president posted on X that the war‑ending plan must account for Russia’s habit of violating agreements. He noted that Ukraine, having been victimized by Putin’s criminal aggression, and with the support of the United States and the EU, must have a decisive voice in talks.
Conditions for a European Peace
He added that “any arrangements concerning peace and Europe’s security must be made only with the participation of all interested parties.” He stressed that achieving the aggressor’s strategic goals cannot be the price paid; “the aggressor was and is the Russian Federation.”
Trump’s 28‑Point Proposal
According to NBC News, former President Donald Trump was expected to approve a 28‑point peace plan between Russia and Ukraine this week. The draft was said to have been prepared by Trump’s envoy Steve Witkoff, Vice‑President J.D. Vance, State Secretary Marco Rubio, and president’s son‑in‑law Jared Kushner, per Axios.
