The Ministry of Justice in Poland wants to limit massive, illegal data downloading from Electronic Land Registers (EKW), particularly affecting portals registered in other countries that profit from this data.
The ministry has prepared an amendment to the act on land registers and mortgages, proposing that access through online portals will require login credentials, effectively eliminating anonymous access.
Criticism During Consultations
During public consultations on the project, many criticisms emerged, with commentators noting the proposal fails to distinguish between private and business logins, potentially hindering daily operations for banks and companies.
Critics also argue that merely “tightening” the system won’t solve the mass data downloading problem, suggesting the ministry needs to revise the project’s provisions.
Alternative Solutions Suggested
Among the recommendations submitted was the introduction of institutional accounts for professional users, which could address the concerns raised by critics while maintaining the ministry’s goal of regulating data access.
