Warsaw’s 2025‑26 public consultations will decide that the Palace of Culture and Science will remain the city’s sole high‑rise, surrounded by lower buildings and a new green Central Square.
Solo Skyscraper Set to Stand in Warsaw’s Center
The Palace of Culture and Science will remain the only high‑rise in Warsaw’s core, a decision cemented in the new general plan that removes earlier proposals for surrounding towers. Nearly a decade of planning had permitted skyscrapers up to 233–245 m, yet the updated plan limits nearby buildings to roughly 30 m, keeping the Palace a standing witness to the 19th‑century city grid.
New Green Central Square to Replace Concrete Sprawl
Central Square will replace the old concrete facade of the Defilads area with on‑the‑mound greenery, featuring over 100 trees, thousands of shrubs, lawns, and shallow planting beds. Pathways, benches, and rest spots replace the former hard surface, while the layout re‑creates the pre‑war street and block pattern, linking the Square to neighboring pedestrian zones.
The project is part of the New Central Warsaw program, which stitches together Świętokrzyski Park, Defilads Square, Powstańców Warszawy Square, Pięciu Rogów Square, and the Złota–Zgoda–Sienkiewicza–Jasna quarter.
Cultural Renaissance: Museums and Theaters in the New Core
The Museum of Modern Art in Warsaw opened its new home on Defilads Square on 25 Oct 2024, and the first major exhibition, “Wystawa niestała. 4 × kolekcja”, began in February 2025.
Adjacent to the south side of Defilads, the new TR Warsaw theatre building, designed by Thomas Phifer, signed its first‑stage contract in June 2025. Construction of the underground portion began this summer, and the black façade is set to complement the white museum, framing the eastern edge of the new Square.
Green Spaces and Pedestrian Connections Across Old Town
The Złota–Zgoda–Sienkiewicza–Jasna quarter will receive a 2.5‑hectare development, introducing green areas, modest architecture, and pedestrian squares while moving most parking underground beneath Powstańców Warszawy Square.
New pedestrian crossings on Marszałkowska and Al. Jerozolimskie will integrate this quarter with Central Square and the broader New Central Warsaw, creating a cohesive, walkable core.
Public Consultation and Decision Timeline
The general plan and the 2040+ strategy were posted for public review on 14 Nov 2025, with a consultation window lasting until 19 Jan 2026. Citizens may submit comments online, at municipal service centres, or through open meetings.
After reviewing feedback, the city will refine the documents and present the revised strategy and plan to the Warsaw City Council by 30 Jun 2026, solidifying the direction toward no skyscrapers, enhanced green space, and strengthened cultural infrastructure.
