Organized Fraudulent Alarm Ring Disbanded: Charges and Arrests Announced

In Warsaw, prosecutors charged and arrested two leaders of a cyber fraud ring that staged false alarms and privacy violations, following a nationwide investigation that began on 22 October 2025.

Investigation launched by Warsaw‑Praga Prosecutor’s Office

The Warsaw‑Praga District Prosecutor’s Office, working with the Central Bureau for Combating Cybercrime, has opened a case against an organized criminal group responsible for false alarms and serious privacy breaches.

Origins on a gaming platform

The group first formed on an online gaming forum, initially selling virtual products themed around World War II before evolving into a structured criminal enterprise that operated solely online.

Internal hierarchy and command structure

Within the community, members established a hierarchy that both incentivised “promotions” and allowed leaders to enforce commands. Leadership issued orders for illegal acts that were carried out by the ranks.

Scope of alleged crimes

Prosecutors allege the group regularly reported non‑existent threats to public and private institutions, illegally harvested and distributed personal data, staged stalking incidents, sent unwanted parcels, threatened victims, and forced minors into unusual activities.

Systematic coordination and anonymity tactics

Members used false identities, multiple nicknames, and numerous accounts, continuously gathering information on how to trigger alarms and evade legal accountability. Their operations were described as systematic and intense, aimed at maintaining anonymity and a sense of impunity.

Arrests and court orders

On 22 October 2025, two individuals—believed to be group leaders—were arrested and charged with directing an organized crime ring, participating in it, and filing false threat reports. Temporary pre‑trial detention of three months was granted by the court.
