Poland’s State Fund for Rehabilitation of Persons with Disabilities (PFRON) offers various forms of assistance; this guide details eligibility and amounts for 2026.
Rehabilitation Stay Funding in 2026
Rehabilitation stays help people with disabilities develop social and other activities. PFRON offers funding for these stays, provided the organizer is registered with the voivode. A doctor’s referral and a current disability certificate are required.
Income criteria apply for funding, based on the average wage. Currently (March-May), the income limit is 4,598.89 zł per family member or 5,978.56 zł for a single person. Exceeding these limits doesn’t disqualify applicants, but reduces the funding using a “złoty for złoty” mechanism, based on the income from the previous quarter.

Maximum funding is also linked to average wages. Current amounts vary depending on the type of support.
Funding for Caregivers
If a doctor deems a caregiver necessary during a rehabilitation stay for someone with a moderate or severe disability, funding for the caregiver’s stay is also available, currently up to 1,839 zł.
Applying for Funding
Applications are accepted by Powiat Centers for Family Assistance (PCPR), Municipal Family Assistance Centers (MOPR), or Municipal Social Assistance Centers (MOPS). Applications can also be submitted electronically through SOW (PFRON Support System).
Work Leave for Rehabilitation
Employees with a moderate or severe disability are entitled to one paid day off per year to attend a rehabilitation stay.
Orthopedic and Assistive Device Funding
Funding is available for orthopedic devices (e.g., wheelchairs, crutches) and assistive devices (e.g., hearing aids, catheters) when a doctor’s prescription exceeds the National Health Fund (NFZ) coverage limits. These items are listed in the medical device regulations.
Income Criteria for Devices
Income criteria are the same as for rehabilitation stays. However, the “złoty for złoty” rule doesn’t apply; exceeding the income threshold results in denial of funding.
Business Startup Funding in 2026
Individuals with a disability certificate can receive one-time funding to start a business, provided they are registered as unemployed or seeking work with the Powiat Labor Office. Prior public funding for this purpose disqualifies applicants.
Funding amounts are determined by agreement with the Starosta (district administrator). Committing to operate the business for at least 12 months allows for funding up to 6 times the average wage; 24 months allows for 6-15 times the average wage, currently nearing 138,000 zł. The business must be started after signing the agreement with the Starosta, and funds must be returned if the terms are violated.
PFRON Refunds for Social Insurance Contributions
PFRON can refund mandatory social insurance contributions for individuals with a disability certificate who run a business.
Refunds cover contributions not funded by public sources.
Active Self-Government Program 2026
The “Active Self-Government” program targets people with disabilities of working age, aiming to remove barriers to social, professional, and educational participation.
Program modules address transport barriers, access to information technology, mobility, maintaining employment through dependent care, home ventilation, higher education, and accessible housing.
PFRON Support for Employers in 2026
Employers meeting specific criteria can apply for funding to cover the wages of employees with disabilities. Monthly amounts in 2026 remain unchanged.
For those with mental illness, intellectual disability, developmental disorders, epilepsy, or blindness, amounts are increased to 4140 zł (severe), 2585 zł (moderate), and 1265 zł (mild). These are maximum amounts, capped at 90% of actual wage costs (75% for businesses subject to public aid rules).
Other Forms of PFRON Support in 2026
Other support includes funding for rehabilitation equipment, architectural and communication barrier removal, sign language interpreters, and sign language training. Details are available at local family assistance centers.
