On December 5, Poland’s ruling PiS party filed a request with the Sejm to declassify a portion of Prime Minister Donald Tusk’s speech delivered earlier that day.
Request Submitted to the Sejm
On Friday, December 5, after 13:00, PiS MP Andrzej Śliwka notified the Sejm marshal that he had submitted a petition to declassify a fragment of the proceedings. The segment covers Tusk’s remarks on security and national interests, and the petition was sent to Marshal Włodzimierz Czarzasty.
Tusk’s Speech on Cryptocurrency Regulation
Prime Minister Donald Tusk addressed the parliament, urging the rejection of President Karol Nawrocki’s veto so that a law granting oversight of the crypto market could be enacted. He argued that parts of the market are infiltrated by Russian, Belarusian and other former Soviet entities, and that the new legislation would provide tools to curb it, citing authority from the prosecutor general. During the speech a PiS MP shouted, “Bzdura! Niech pan odtajniony posiedzenie!”, prompting Tusk to urge the members to “get a grip.”
Parliament’s Vote on the President’s Veto
In the vote that followed, the Sejm did not reject President Nawrocki’s veto on the crypto-assets act, as 243 MPs voted for, 192 against, falling short of the required 3/5 majority. The president declined to sign, citing concerns that the new rules would grant excessive powers to the Financial Supervisory Commission and could threaten economic freedom. The government and security services warned that a lack of regulation could aid foreign intelligence in funding disruptive groups.
