Despite Jarosław Kaczyński’s intervention, Mateusz Morawiecki’s association, “Development Plus,” continues to divide the ruling Law and Justice (PiS) party in Poland.
Morawiecki’s Strategy: Pushing for Expulsion?
Sources within PiS suggest that Mateusz Morawiecki is deliberately maneuvering to be expelled from the party. Despite attempts by Jarosław Kaczyński to integrate Morawiecki’s “Development Plus” association into the party structure, tensions remain high.
One PiS source stated that Morawiecki’s actions are “aimed at leading to his expulsion from the party.”
Kaczyński’s Tactical Shift: Avoiding a Split
Following seven hours of overnight talks hosted by Adam Bielan, Kaczyński opted to avoid escalating the conflict surrounding the “Development Plus” association. He chose to incorporate it into the party framework to prevent a schism.
“Development Plus” and Potential Exclusion from Candidate Lists
Approximately 40 PiS MPs have joined “Development Plus.” Previously, Kaczyński publicly stated that individuals involved in the former prime minister’s initiative would not be included on the PiS electoral lists. Sources indicate Morawiecki anticipated this lack of approval for forming an association within the party.
Calculated Risk: The “Martyr” Strategy
Morawiecki’s actions are interpreted as a calculated risk to position himself as a “martyr” and build his own political project from a stronger base. Being expelled from the party, according to sources, carries more political weight than voluntarily leaving.
Morawiecki’s Ambitions: Beyond Succession
Within mainstream PiS, there’s a consensus that Morawiecki is already mentally detached from the party. His ambitions are seen as extending beyond simply waiting for a succession and are focused on building his own support base, potentially after the 2027 parliamentary elections.
Kaczyński Limits Morawiecki’s Maneuvering Room
Kaczyński’s decision to change tactics is considered crucial. Instead of confrontation, he opted for a move to restrict Morawiecki’s room for maneuver. The threat of excluding individuals associated with “Development Plus” from the electoral lists is seen as a more politically damaging blow.
Fear of Defections Drives Compromise
This signal reportedly prompted Morawiecki to adjust his course, fearing defections if his supporters lacked guarantees of places on the lists. This led to a shift towards a unifying narrative during a joint press conference.
“Compromise” Reached: “Development Plus” Integrated into Advisory Council
Kaczyński announced a “compromise” where “Development Plus” would operate “as if within the party,” with its activities primarily focused on a new internal advisory council designed to support PiS’s campaign efforts. Other activities would be suspended.
The party would have “two lungs,” Kaczyński explained, to reach both more radical right-wing voters and moderate voters seeking “peace and effective governance.”
Morawiecki Embraces Unity Narrative
Morawiecki emphasized the need to broaden outreach, break down communication barriers, and build an offer for local government officials and entrepreneurs. He presented “Development Plus” as a programmatic tool, not an alternative political structure, suggesting a division of roles within the same camp.
Adam Bielan’s Role as Intermediary
Adam Bielan played a significant role in facilitating the meeting between Kaczyński and Morawiecki. Sources indicate Bielan is seen as someone “playing Morawiecki,” and his network was instrumental in arranging the encounter.
Tensions Remain Despite Agreement
Despite the formal agreement, tensions within the party persist. There’s a belief that the current solution merely postpones the conflict rather than resolving it. The real power dynamics will be determined during the list-making process and potential coalition talks.
Control Over Confrontation: A Temporary Truce
For now, the party leadership has prioritized control over confrontation, integrating “Development Plus” to limit the space for building an alternative project and buying time. It remains to be seen whether this will be enough to extinguish the dispute or merely delay its more costly consequences.
