Poland\u2019s Social Insurance Institution (ZUS) sought to mandate bank transfers for all pension payouts to save costs, but the Ministry has officially rejected the proposal for current legislative efforts.<\/p>\n
ZUS recently proposed moving entirely to cashless pension and benefit payments, effectively ending the tradition of home delivery by postal workers. The institution argued that 81.8 percent of benefits are already transferred to bank accounts, making physical delivery an outdated and costly practice.<\/p>\n
The proposal emerged during the development of the UDER75 draft law, which originally focused on reducing the bureaucratic burden of income reporting for pensioners. However, the Ministry of Family, Labor and Social Policy excluded the ZUS proposal from the project, stating it fell outside the scope of the intended reforms.<\/p>\n
The push for digitalization is driven by significant cost disparities. While a single bank transfer costs approximately 9 groszy, a postal money order costs the state nearly 20 zlotys. ZUS officials believe shifting to a fully electronic system would improve organizational efficiency and eliminate the security risks associated with transporting cash.<\/p>\n
There is currently no legal requirement for pensioners to open a bank account to receive their benefits. Seniors currently receiving cash deliveries are not required to make any changes, as the Ministry\u2019s rejection of the ZUS proposal means the existing, multi-channel payment system remains fully operational.<\/p>\n
While the Ministry\u2019s current decision prevents this change, it does not permanently rule out future discussions on moving to a cashless system. Any future attempt to implement such a reform would require new, dedicated legislation and would need to address the challenges faced by those with limited access to banking or digital services.<\/p>\n
