The Polish Air Navigation Services Agency (PANSA) is fighting to unlock funds after Eurocontrol seized its route charge revenues following a Belgian court ruling in a case between Poland and Pfizer.<\/p>\n
The Polish Air Navigation Services Agency (PANSA) announced on Thursday that it received notice from the European Organisation for the Safety of Air Navigation (Eurocontrol) regarding the seizure of funds owed to the agency. The decision stems from a verdict by a Belgian court in the case of Pfizer versus Poland.<\/p>\n
The agency emphasized that the proceedings before the Belgian court, which concluded with an April ruling, did not concern PANSA and are entirely unrelated to the performance of its statutory tasks.<\/p>\n
According to PANSA, Eurocontrol’s receipt of an enforcement order necessitates the suspension of all route charge transfers, whether currently held or future, until the Pfizer claim is satisfied or the case is otherwise resolved.<\/p>\n
Route charges, collected by Eurocontrol on behalf of PANSA under ratified international conventions, account for over 80 percent of the agency’s revenue and serve as the primary source of funding for its operations.<\/p>\n
PANSA is taking formal steps to challenge the seizure and release its frozen assets, working in close coordination with the General Counsel to the Republic of Poland and relevant state authorities. The agency is also collaborating with national institutions to ensure funds are available to maintain operational continuity.<\/p>\n
The agency maintains that its priority remains the highest level of aviation safety and the continuity of air navigation services, noting there is no risk of employee layoffs at this time.<\/p>\n
On April 1, 2026, a Brussels court of first instance ruled that Poland must accept COVID-19 vaccine shipments from Pfizer and pay the company approximately 5.64 billion PLN. The Ministry of Health, which noted that around 64 million vaccine doses remain to be collected, has announced its intention to appeal the non-final judgment.<\/p>\n
The dispute originates from a 2021 contract signed by the European Commission on behalf of member states. Poland ceased accepting deliveries in 2022, prompting Pfizer to sue for breach of contract in September 2023.
