The ministry makes its decision<\/h4>\n<p>The Social Insurance Institution (ZUS) postulated that all retirement and disability benefits should go exclusively to bank accounts. If the proposal were implemented, it would mean the necessity of opening an account for people who previously collected cash from mail carriers.<\/p>\n<p>Seniors fearing that their pensions and disability benefits will stop being delivered by hand by mail carriers can breathe a sigh of relief. The Ministry of Family, Labour and Social Policy has blocked the ZUS idea, which provided for exclusively cashless forms of benefit payouts.<\/p>\n<h4>What did ZUS propose? Here are the arguments<\/h4>\n<p>As part of the draft abolishing the obligation to submit income certificates by, among others, people receiving early retirement pensions and disability benefits, ZUS submitted its own comments. It proposed that payments be realized exclusively in cashless form to bank accounts. Savings from this solution, as it argued, could be allocated to the modernization of the IT system serving beneficiaries.<\/p>\n<p>The ministry, however, rejected the proposal, arguing that the proposed change goes beyond the scope of the bill draft. Seniors therefore do not have to worry, as the change will not be introduced.<\/p>\n<h4>Cash or transfer? Voices of both sides<\/h4>\n<p>Today already the vast majority of benefits reach recipients by transfer. Bank accounts are used by 81.8 percent of retirees and disability pensioners, and the share of cashless payouts is systematically growing.<\/p>\n<p>Despite this, some commentators oppose the mandatory transition to transfers. They emphasize that having an account should not be a compulsion, much like using a mobile phone. Others point out the risk of robberies against mail carriers and the inconvenience of carrying larger sums of cash.<\/p>\n<h4>How do seniors use payment cards and electronic banking?<\/h4>\n<p>According to the &#8220;Seniors in the world of digital finance, 2025&#8221; report by the Warsaw Institute of Banking, digitally active Polish seniors are increasingly willing to abandon cash in favor of cashless payments.<\/p>\n<p>Importantly, three out of four seniors pay by card wherever possible, or in the vast majority of places, and only 9 percent clearly prefer cash.<\/p>\n<p>The popularity of more modern payment forms is also growing.<\/p>\n<p>On the internet, transfers (44 percent) and BLIK (37 percent) are most frequently chosen, and only 12 percent decide to pay cash on delivery.<\/p>\n<h4>Digital finance and seniors&#8217; sense of security<\/h4>\n<p>According to data presented in the WIB report, the majority of seniors (87 percent) have a personal bank account. Internet banking is used by 76 percent, and mobile banking on a smartphone or tablet by 61 percent. The majority declare a sense of security: 86 percent feel safe using internet banking, 66 percent \u2014 mobile, and 77 percent \u2014 generally in the digital world.<\/p>\n<p>Seniors know and apply basic security rules.<\/p>\n<p>A weak point, however, remains the verification of telephone interlocutors. Only 29 percent of respondents do this. Nearly 30 percent have heard about &#8220;grandchild&#8221; or &#8220;police officer&#8221; scam attempts in their surroundings.<\/p>\n<h4>Simple language is the greatest expectation<\/h4>\n<p>Three out of ten seniors indicate the need for more understandable language in financial contracts, and every fifth for a clearer description of products. Complicated contract language is for 28 percent of respondents the biggest problem in contact with banking.<\/p>\n<p>The WIB report shows that Polish seniors are increasingly digital and independent in managing finances, but still need education, simpler language, and better support in security matters, especially given the growing scale of financial fraud.<\/p>\n<h4>Changes in retirement and disability benefit payouts [SUMMARY]<\/h4>\n<p>The idea of limiting retirement and disability benefit payouts exclusively to a cashless form will not come into life. ZUS saw in it a chance for savings and system modernization, but MRPiPS considered that the proposal goes beyond the scope of currently prepared legal changes.
