The Security and Defense Fund (FBiO) is an instrument financed by funds from the National Recovery and Resilience Plan (KPO) with a total value of approximately 23 billion PLN, divided into two parts.<\/p>\n
Bank Gospodarstwa Krajowego is responsible for managing the loan portion, which amounts to approximately 16 billion PLN, with over 11 billion PLN allocated to the municipal sector for security-related projects.<\/p>\n
The loan portion of the fund is available through three application calls for three groups of recipients: the municipal sector, the railway sector, and enterprises.<\/p>\n
A total allocation of 11.2 billion PLN is provided for the municipal sector, including 5.6 billion PLN in the first call. Applications for funds from this part have been ongoing since July 6, 2026.<\/p>\n
For the railway sector, 2 billion PLN has been allocated for the construction or modernization of railway infrastructure meeting military mobility standards, the procurement or upgrade of railway rolling stock for military or dual-use needs, and cybersecurity projects.<\/p>\n
For enterprises, 2.5 billion PLN has been allocated for designated financing purposes.<\/p>\n
According to BGK, loan amounts range from 2 million PLN to 500 million PLN, covering up to 100 percent of eligible project costs.<\/p>\n
The loan terms include a crediting period of up to 20 years, with no fees or commissions for granting and servicing the loan.<\/p>\n
