For those searching for an apartment for months, Polish State Railways offers may seem unbelievable. While prices in major cities break records, the state company has put over 700 flats and houses up for sale across Poland.<\/p>\n
As reported by superbiz.se.pl, former employee housing and empty properties belonging to PKP are going on sale through public tenders. All properties are offered via public auctions.<\/p>\n
The cheapest properties generate the greatest excitement. A record-low price was reached for a studio apartment in Okunica in the West Pomeranian Voivodeship, valued at just 19,000 zlotys for 22 square meters, with a larger apartment available in the same building for 28,000 zlotys.<\/p>\n
Years ago, similar amounts bought a car; today, they do not even cover an underground parking space in many cities. If the tender fails, the apartment may cost even less.<\/p>\n
These low prices are not accidental, as PKP emphasizes that every property is evaluated by a real estate appraiser considering the local market and technical condition.<\/p>\n

A particularly interesting offer came from Posada in Lower Silesia, where PKP listed a two-room apartment of nearly 56 square meters for just over 57,000 zlotys.<\/p>\n
Prices are not low everywhere. In Drawsko Pomorskie, properties are priced around 70,000 zlotys, while Warsaw differs significantly. Even railway flats there are much more expensive, best illustrated by an offer in Warsaw’s Praga-Po\u0142udnie costing at least 350,000 zlotys.<\/p>\n
Though high, the capital’s price per square meter is about 8,200 zlotys, while the secondary market average in Warsaw approaches 17,500 zlotys per square meter.<\/p>\n
Bargain prices come with a catch, as most PKP flats require comprehensive renovations. According to “Fakt,” replacing electrical and plumbing systems, removing old tiles, plastering, installing floors, and building kitchens and bathrooms from scratch are often necessary.<\/p>\n
Labor costs alone average 250 to 400 zlotys per square meter, meaning 18,000 to 30,000 zlotys for a 50-square-meter flat under moderate work, and up to 40,000 to 70,000 zlotys for a general overhaul, excluding materials and furnishings.<\/p>\n
Service price lists also show that wall painting costs 30 to 50 zlotys per square meter, smoothing costs 40 to 60 zlotys, tiling costs 100 to 150 zlotys, electrical replacement costs 100 to 150 zlotys, and plumbing modernization costs 100 to 160 zlotys per square meter.<\/p>\n
Even with renovation costs added, many offers remain cheaper than the open market, while highlighting how much real estate prices have risen in Poland.<\/p>\n
Data from RynekPierwotny.pl shows that in the first quarter of 2026, an average salary bought only 0.59 to 0.85 square meters of a new apartment depending on the city, with Warsaw the most difficult at 0.59 square meters.<\/p>\n
Real estate experts emphasize that price stabilization does not mean improved housing availability, as purchasing power systematically declines while premium segment prices outpace wages.<\/p>\n
PKP is not the sole state institution selling housing below market rates, as similar offers appear in tenders organized by the Military Property Agency.<\/p>\n

Like railway properties, low prices are justified by the fact that most units are in buildings from the 1960s and 1970s requiring major renovation.<\/p>\n
Experts warn that the listed price is not final. Military Property Agency units are sold via public tender where starting prices are just a baseline, and multiple interested buyers can drive the final cost much higher.<\/p>\n
Participating in tenders requires a deposit of 5 to 10 percent of the starting price, which counts toward the purchase if won or is refunded if lost, though the deposit is forfeited if the winner withdraws.<\/p>\n
