Following the presidential veto on the SAFE instrument bill, the Ministry of National Defence is advancing regulations to channel budget funds to uniformed services overseen by the MSWiA. <\/p>\n
Following the veto by President Karol Nawrocki on the bill implementing the EU SAFE program, Deputy Prime Minister and Minister of National Defence W\u0142adys\u0142aw Kosiniak-Kamysz and Minister of Interior and Administration Marcin Kierwi\u0144ski presented a “Plan B” regarding the financing of uniformed services subordinated to the MSWiA. Unlocking finances for MSWiA services will be made possible by amending a Council of Ministers regulation, allowing orders for the Police, Border Guard, and State Protection Service to be included in the Non-Military Defense Preparations Program.<\/p>\n
The information regarding work on the draft amendment to the regulation concerning the conditions and mode of planning and financing tasks carried out as part of state defense preparations by government administration bodies, local government bodies, and entrepreneurs finally appeared in the legislative and programmatic work schedule of the Council of Ministers.<\/p>\n
The growing importance of military mobility, state border protection, countering hybrid threats, protecting objects of particular importance to state security or defense, and cooperation with the Armed Forces of the Republic of Poland requires ensuring coherent principles for planning and financing defense ventures in the non-military part of the state defense system, as explained.<\/p>\n
The draft primarily makes it possible to include in defense programs the ventures of the Minister of Interior and Administration and the bodies and units subordinated to or supervised by him, namely the Police, Border Guard, and State Protection Service. The Ministry of Defence explains that the expected effect is to strengthen the capability of these formations to perform tasks particularly important for the security or defense of the nation, without replacing the financing system for their ordinary activities.<\/p>\n
In addition, financing for railway investments of defense significance is to be enabled, including on railway lines indicated by the Minister of National Defence as particularly essential for securing the needs of the Armed Forces of the Republic of Poland or allied forces.<\/p>\n
New regulations worked on by the Ministry of National Defence also assume the introduction of the possibility of making changes to defense programs during the budget year, provided they do not cause an increase in expenditures. These changes may occur only after agreement with the Minister of National Defence.<\/p>\n
The ministry explains that the expected effect is to increase the flexibility of executing programs while maintaining the coherence of defense programming and without creating an additional approval mechanism by the Minister of National Defence. Another proposed change is to determine the rules for preparing Ministry of National Defence guidelines for defense preparation programming, resulting in data uniformity, comparability of program conclusions, and transparency in qualifying ventures for the program.<\/p>\n
The Deputy Prime Minister and Minister of National Defence, W\u0142adys\u0142aw Kosiniak-Kamysz, is responsible for implementing the project, which is scheduled to be adopted by the Council of Ministers in the third quarter of 2026.<\/p>\n
The agreement between the Polish government and the European Commission regarding the SAFE program was concluded on May 8. Poland will receive 43.7 billion euros (approx. 186 billion PLN) in low-interest loans. Due to President Nawrocki’s veto of the bill implementing SAFE, granting MSWiA-subordinated uniformed services money from the EU program became impossible, meaning all SAFE funds will go to the military.<\/p>\n
For the first time in history, the European Union decided to launch such a comprehensive instrument strengthening security. Poland is its largest beneficiary, as it will receive one-third of the funds provided under the 150 billion euro program. The drawn loans feature a 10-year payment deferral and a 45-year repayment period.<\/p>\n
Funds from the Non-Military Defense Preparations Program will serve as the second pillar of building Poland’s internal security, following the Uniformed Services Modernization Program for 2026-2029 with a budget of 13 billion PLN, totaling up to 20 billion PLN invested in the safety of Polish citizens.<\/p>\n
Out of the total pool of 13 billion PLN from the 2026-2029 Modernization Program, approximately 80 percent is allocated to tangible investments, with the remainder designated for salary indexation and increasing the number of staffing positions. Over 7.3 billion PLN will go to the police, over 2.8 billion PLN to the Border Guard, over 2.4 billion PLN to the State Fire Service, and approx. 500 million PLN to the State Protection Service.<\/p>\n
The largest share of money over the four years is designated for construction investments and facility renovations, exceeding 6.7 billion PLN. Almost 2 billion PLN is planned for IT and communication equipment, while 1.6 billion PLN and 1.5 billion PLN are assigned respectively to strengthening the formations with additional officer positions and transport equipment.<\/p>\n
According to the program, 611 million PLN is allocated for weaponry and special technology equipment, and 534.9 million PLN for personal, special, and protective equipment for officers.
