The Ministry of Interior and Administration signed a landmark agreement with the European Commission for Poland’s participation in the IRIS\u00b2 satellite constellation, worth nearly PLN 2.8 billion from the National Recovery Plan. <\/p>\n
The agreement signed by the Ministry of Interior and Administration and the European Commission entails the implementation of a strategic project to build the so-called Polish satellite dome. The concept is based on our country joining the European Union’s IRIS\u00b2 (Infrastructure for Resilience, Interconnectivity and Security by Satellite) program, an innovative satellite constellation.<\/p>\n
Poland will allocate approximately PLN 2.8 billion for this purpose from the National Recovery Plan funds. The new infrastructure is to be used by domestic services\u2014including the Police, State Fire Service, and Border Guard\u2014guaranteeing them encrypted and jam-resistant operational communications.<\/p>\n
Although the purchase of access to encrypted satellite communications significantly increases the level of national security, the key challenge is the extent to which domestic technology entities will benefit from the multi-billion-pound money stream.<\/p>\n
Aleksander Szalecki, Vice-Chairman of the Council of the Polish Dual Use Chamber and Head of the Chamber’s Space Committee, points out in a commentary for “Dziennik Gazeta Prawna” the fundamental condition upon which the financial sense of the entire undertaking depends.<\/p>\n
“Poland’s accession to the IRIS\u00b2 program is very good news, but the multi-billion outlays from the National Recovery Plan will be well spent only if Polish companies join the ranks of contractors and enter the supply chain for the entire system. In the context of building a resilient economy, we cannot be solely a customer buying ready-made solutions\u2014we must become a co-creator of European security,” Szalecki states.<\/p>\n
According to the expert, Poland does not start from a defenseless position\u2014a dynamic ecosystem of entities developing satellite technologies, advanced electronics, communications, robotics, and components dedicated to the space sector already operates in the country.<\/p>\n
A key point of reference for the Polish strategy should be the Western European model, and in particular the historical precedent created by our western neighbor. Aleksander Szalecki draws attention to the example of Germany, which managed to turn participation in an EU infrastructure program into a powerful driving force for its own economy.<\/p>\n
“An interesting example is Germany, which before entering the Galileo program, which was heavily co-financed by the FRG, de facto did not have major space companies and built an entire sector around this program. Poland now faces an analogous opportunity,” notes Szalecki.<\/p>\n
“This is the moment when the public side should fight not only for access to services, but also for the hard guarantee of the place of Polish enterprises in the supply chain for IRIS. If we simply buy access to the system for ourselves\u2014it will be a huge, missed opportunity. If we negotiate a real share in its construction\u2014we will create sovereign technological capabilities in the country,” warns the Vice-Chairman of the Council of the Polish Dual Use Chamber.<\/p>\n
To repeat the German scenario of building a modern industry around the European program, the schedule of diplomatic and business activities will be crucial. It would be a mistake to leave implementation issues exclusively to officials.<\/p>\n
“I consider it crucial that companies from the Polish space sector, both state and private, are involved in implementation negotiations from day one. Taking into account the announcements of the Ministry of Interior and Administration, Poland actually has the potential to become a technological hub within IRIS\u00b2 not only for the Nordic and Baltic states, but for the whole of Central Europe and Ukraine. If we use this window of opportunity well, in a dozen or so years we will have competencies allowing us to compete with the largest players on the global space market,” Aleksander Szalecki concludes.<\/p>\n
The creation of a strong ground segment in the country is intended to make Poland a regional center for data management and satellite communications for the countries of NATO’s eastern flank and the European Union.
