The authors of the parliamentary inquiry stressed that although current regulations precisely define the 1.5-meter clearance drivers must leave for free pedestrian movement, motorists frequently ignore social norms by parking wherever it is most convenient for them. Consequently, they block sidewalk access, daily creating severe movement barriers for pedestrians, wheelchair users, and parents pushing strollers with small children.<\/p>\n
