The point threshold qualifying individuals for the supporting benefit has been lowered to a minimum of 70 points out of 100 possible. This decision alters the situation for thousands of citizens for whom previous, more rigorous point limits of 87 to 100 points in the first stage and 78 to 86 points in the second stage constituted an impassable barrier.<\/p>\n
Lowering the criterion to 70 points ensures the evaluation system finally accounts for the functional specifics of individuals with a moderate disability certificate. According to Article 4 paragraph 2 of the Act on Vocational and Social Rehabilitation, a moderate degree of disability covers persons with impaired body efficiency, incapable of work or capable of work only under sheltered employment conditions or requiring temporary or partial assistance from others to fulfill social roles.<\/p>\n
Moderate disability certificates constitute approximately 40 percent of all documents confirming disability issued in Poland, making it the most numerous group in the entire adjudication system. Previous support structures meant these individuals remained in a systemic gap despite real functional barriers, possessing too much physical capacity to gain top support points while lacking the ability to cope on the market without compensatory funds.<\/p>\n
One of the most important advantages of the supporting benefit is the complete absence of any earnings restrictions, meaning no income criterion exists. The benefit amount is tied to the social pension, which stands at 1,978.49 PLN gross following the March indexation. This value determines six point brackets directly translating into the awarded payout amount.<\/p>\n
Obtaining the supporting benefit forces the applicant to navigate a two-stage procedure, as submitting a payout application to the pension authority is impossible without skipping the first stage.<\/p>\n
The first stage involves submitting an application to the Voivodship Disability Evaluation Board alongside a valid copy of the disability degree certificate and a Disability Self-Assessment Questionnaire. Scoring is conducted by a specialist team at the applicant’s residence or board headquarters based on the International Classification of Functioning, Disability and Health across 32 daily functioning areas.<\/p>\n
