The Polish health ministry has submitted a draft bill establishing maximum wage and working hour limits for public healthcare workers, while introducing targeted exceptions for management and specialized staff. <\/p>\n
A draft amendment to the law on publicly funded healthcare benefits and certain other acts includes provisions regarding maximum remuneration and working hours for medical personnel. The ministry has sent the project out for public consultation.<\/p>\n
The maximum remuneration for a full-time position or its equivalent would be up to eight times the minimum wage, amounting to 38,448 PLN gross. Meanwhile, the maximum working time is capped at two full-time jobs\u2014approximately 320 hours\u2014with a maximum remuneration of 76,896 PLN, which is sixteen times the minimum wage.<\/p>\n
The proposed regulation does, however, provide for exceptions where remuneration for a full-time position could reach up to twelve times the minimum wage, totaling up to 57,672 PLN gross.<\/p>\n
Deputy Minister Tomasz Maciejewski explained that this rate would apply to management personnel or ward heads who have additional duties alongside practicing medicine. Health Department Director Maciej Karaszewski stated that the ministry included controlled exceptions after discussions with hospital directors.<\/p>\n
Karaszewski emphasized that certain individuals require special recognition, such as department heads, ward managers, or transplantologists. He noted that even with the increased rates, compensation cannot exceed approximately 76.8 thousand PLN gross, meaning an employee earning nearly 58 thousand PLN gross cannot work the maximum working time because they would exceed the financial limit.<\/p>\n
The director added that this is justified because a ward head position involves additional administrative duties and greater responsibility. He noted that the ministry relies on proposals submitted during public consultations regarding the higher rate and the groups it should cover.<\/p>\n
Under the project, doctors will be required to submit a declaration to their employer stating the extent to which they work in other entities. Doctors will face criminal liability for submitting false statements.<\/p>\n
Facility directors will be responsible for ensuring that a medic’s total working time does not exceed the maximum limit of two full-time positions. Directors face fines of up to 30,000 PLN for exceeding staff salary or working time limits.<\/p>\n
The draft amendment to the law on publicly funded healthcare benefits and certain other acts was forwarded for public consultation on Friday.
