Following a sudden air threat over the Lublin region triggered by Russian military activity, we examine who legally holds the authority to activate emergency sirens in Poland. <\/p>\n
This is not the first time emergency sirens have wailed across the Lublin region. Many Poles are left asking who decides to activate them, as the answer is far from obvious. We explain who pulls the strings and what legal acts regulate the use of emergency signals.<\/p>\n
In the dead of night between Wednesday and Thursday at 3:50 AM, emergency systems were activated in Lublin and several other counties of the Lublin Voivodeship, including Krasnystaw and Bi\u0142goraj, due to an airborne threat. This was linked to the operations of the Russian Federation Armed Forces’ aviation in western Ukraine. After a few minutes, the alert was called off.<\/p>\n
According to information provided by the Operational Command of the Armed Forces (DORSZ), an unidentified object was detected in Polish airspace at 3:40 AM. In response to this threat, an F-16 fighter jet was scrambled to identify and intercept it. Six minutes later, the object vanished from radar.<\/p>\n
Shortly after 7:00 AM, DORSZ reported the crash of the object in the village of Tarnawa-Kolonia, in Bi\u0142goraj County. It was later identified as likely being a Russian Kh-101 cruise missile. The incident site is located approximately 90 kilometers in a straight line from the border with Ukraine.<\/p>\n
Many people wonder who decides whether emergency signals should be turned on or off. These issues are regulated by Polish law. The decision to activate and deactivate emergency sirens in Poland rests with the government or local administration official governing a given area.<\/p>\n
The main legal acts regulating this are the Act on Civil Protection and Civil Defense of December 5, 2024, and the Ministry of Interior and Administration regulation of May 14, 2025, concerning alerts and warning messages. However, in the case of the incident in Lublin, local authorities were not the ones who decided to wake residents up to prepare for a potential threat.<\/p>\n
This means that village mayors, municipal mayors, and city presidents are responsible for transmitting alerts and messages to civil protection entities. They can also request the voivode to expand the warning system.<\/p>\n
In turn, district governors (starostas) and mayors of cities with county rights are responsible for announcing alerts and messages within their territory in cooperation with the county or municipal headquarters of the State Fire Service. Similarly, the voivode coordinates actions at the provincial level by ordering the publication of messages in regional media or requesting the Director of the Government Centre for Security (RCB) to trigger an SMS warning system for a given area.<\/p>\n
In the case of nationwide threats, the Minister of Interior directs demands to media broadcasters and the RCB to immediately publish warning messages or declare a nationwide alarm.<\/p>\n
The Lublin voivode’s spokesperson, Marcin Bubicz, reported on Thursday that the early warning and alarm system in Lublin and other areas was activated by a decision of the Government Centre for Security (RCB). Residents of the Lublin region did not receive text message alerts on their phones during the nighttime incident. Prime Minister Donald Tusk stated during a press conference that the threat arose quickly, adding that sirens are the fastest and most effective method of warning against danger.<\/p>\n
Sirens in Poland are activated in the event of threats to warn the public about military attacks, natural disasters, and contamination. They are also used during cyclical civil defense exercises and by the decision of the voivode to commemorate important anniversaries, such as the outbreak of the Warsaw Uprising on August 1.<\/p>\n
The procedure for declaring an alert starts with a message issued by specialized services or monitoring institutions, including uniformed services like the police, border guard, fire service, military, IMGW, PAA, GIS, and veterinary inspectorates. The order to activate the sirens is issued personally by the highest-ranking official governing a specific area or an authorized person in the Crisis Management Center.<\/p>\n
Once the order is issued, the instruction goes to the operational duty officer who triggers the system. The signal is sent via radio or digital channels from the command post to the central station and individual sirens, which emit a modulated sound for an alarm and a continuous sound for its cancellation. Both signals in Poland last continuously for three minutes.
