The government is preparing a project that will allow financing access to housing in SIM, TBS, and housing cooperatives. At the same time, controls on beneficiaries of the Safe 2% Credit and Family Housing Credit programs will be tightened. What exactly will change?<\/p>\n<h4>New Housing Loan for SIM, TBS, and Cooperative: Government Wants to Eliminate the Barrier of High Participation<\/h4>\n<p>A bill amending the act on the Family Housing Credit and the Safe 2% Credit (UD441) has been added to the legislative work schedule of the Council of Ministers. Its main goal is to increase the availability of housing from the social and cooperative segment for moderate-income households.<\/p>\n<p>Currently, people interested in premises offered by Social Housing Initiatives (SIM), Social Housing Associations (TBS), or housing cooperatives often have to contribute from about 15 to even 30 percent of the value of the premises or the costs of its construction. For many families, this is an insurmountable barrier. The government wants to eliminate it by expanding the possibilities of using the Family Housing Credit, guaranteed by Bank Gospodarstwa Krajowego.<\/p>\n<p>In practice, for an apartment worth 500,000 PLN, this means the necessity of contributing from about 75,000 to even 150,000 PLN. For many families, this exact expense is the biggest obstacle to obtaining housing.<\/p>\n<h4>Family Housing Credit Also for Participation in SIM and TBS: What Will Be Able to Be Financed?<\/h4>\n<p>The most important change will be the possibility of obtaining preferential financing for:<\/p>\n<p>Importantly, the loan can also be granted as a consumer loan, and the BGK guarantee can cover part or even the entire required amount. This means that people without high savings could gain faster access to housing in the social or cooperative segment.<\/p>\n<h4>Safe 2% Credit and Family Housing Credit Under Greater Control: State Will Check Beneficiaries<\/h4>\n<p>The project also provides changes for people using the Safe 2% Credit and the family housing credit. The state wants to more effectively detect cases of violation of the conditions for using the programs. This applies, among others, to the sale of an apartment bought with state support or the acquisition of another property in situations where regulations prohibit it. For this purpose, beneficiary data is to be compared with data collected in the Housing Turnover Data Portal maintained by the Insurance Guarantee Fund.<\/p>\n<p>If a violation of regulations is detected, it will be possible to recover public funds. The money will return to the Government Housing Fund and can be used to support subsequent people applying for housing.<\/p>\n<h4>New Rules for Borrowers: What Changes Besides the New Loan Does the Government Plan?<\/h4>\n<p>The amendment also clarifies several existing regulations. Among other things:<\/p>\n<h4>Important Changes for the Safe 2% Credit<\/h4>\n<p>One of the significant changes will be a clear definition of situations when one of the co-borrowers transfers ownership of the property to the other co-borrower. In this case, the person transferring the share will be excluded from the credit agreement. The government wants to eliminate cases in which a program participant would use subsidies without being the owner of the financed property.<\/p>\n<h4>Who Will Be Able to Benefit from the New Housing Loan?<\/h4>\n<p>The new solutions are aimed primarily at young families, people starting independent lives, middle-income households, and people who have creditworthiness but have not accumulated funds for the required housing contribution or participation.<\/p>\n<h4>When Will the New Housing Loan Come into Force? The Project Is Only at the Beginning of Work<\/h4>\n<p>For now, these are only the assumptions of the project entered into the legislative work schedule of the Council of Ministers. This means that the new solutions are not yet in force. The project must be adopted by the government, then passed by parliament, and signed by the President. Only then will it be possible to apply for the new support.<\/p>\n<p>According to the schedule, the government plans for the project to be adopted by the Council of Ministers in the fourth quarter of 2026.<\/p>\n<h4>Legal Basis<\/h4>\n<p>Draft Act amending the act on the family housing credit and the safe 2% credit and certain other acts (no.
