On Friday morning, the Government Centre for Security sent an RCB Alert to residents across Poland containing a link to download the digital version of the “Safety Guide”. This follows Thursday’s events when a Russian cruise missile struck near Lublin and alarm sirens wailed in the Lublin region.<\/p>\n
Following Thursday’s events, Minister of Interior and Administration Marcin Kierwi\u0144ski announced the resending of the “Safety Guide” in digital form to Polish residents. Last year, the guide was delivered to every household in paper form, and it is also available for download on the RCB website and in the mObywatel app.<\/p>\n
On Friday, an RCB Alert was sent to residents throughout Poland stating: “MSWiA: be prepared. Download: poradnikbezpieczenstwa.gov.pl”. However, some people are unable to download the guide due to high interest and heavy traffic on the RCB website servers.<\/p>\n
The guide was prepared by the Ministry of National Defence, the Ministry of Interior and Administration, and the Government Centre for Security in cooperation with experts, local governments, services, and non-governmental organizations. The publication offers practical tips ranging from creating family crisis plans, evacuation rules, and alarm signals, to checklists facilitating the preparation of supplies and necessary equipment.<\/p>\n
The safety guide is divided into four parts: introduction, preparation, response, and plan. The preparation section describes key issues regarding preparing oneself and loved ones before any crisis, planning how to talk to children about threats, preparing one’s surroundings, and necessary steps for pets and livestock.<\/p>\n
In the final part\u2014Plan for a Crisis\u2014there is space for each person to write down their action plan. This includes contact details of household members and loved ones, illnesses and medications taken, and a schedule of meeting places if the family gets separated.<\/p>\n
Users of the mObywatel application will find the guide in the list of services under the “security” category, divided into five subpages.<\/p>\n
Safety Rules is a space with information on how to behave in a crisis situation and avoid actions that could endanger oneself and loved ones.<\/p>\n
The Evacuation Backpack section provides tips on what should be included in such a backpack, featuring a checklist to tick off gathered items and an option to generate the list as a PDF file.<\/p>\n
Alarm Signals allows users to listen to individual signals and learn what they mean, while SOS Numbers provides guidance on which services to contact for help in specific cases with a direct call button.<\/p>\n
Disturbing Situations is where users can read about events that must be reported to the appropriate services, such as photographing military objects using drones.<\/p>\n
Alarm signals and warning messages are used by services both in actual emergency situations and during planned exercises, about which residents are informed in advance.<\/p>\n
Threat information can be transmitted via alarm sirens, megaphones, radio, television, the internet, the Regional Warning System (RSO), RCB alerts, and direct service announcements.<\/p>\n
Only two alarm signals are in force in Poland. Upon hearing an alarm signal, individuals must turn on the radio or television and follow the announcements.<\/p>\n
On Thursday morning, a Russian Kh-101 cruise missile was detected in Polish airspace and fell near the town of Tarnawa-Kolonia in the Lublin region. In response, the Polish military immediately scrambled F-16 fighter jets to conduct reconnaissance operations.<\/p>\n
The SPO13 procedure was immediately implemented and alarm sirens were activated as the fastest way to inform about the threat, lasting 13 minutes.<\/p>\n
During a joint press conference, Prime Minister Donald Tusk, Deputy Prime Minister and Minister of National Defence W\u0142adys\u0142aw Kosiniak-Kamysz, and Minister of Interior and Administration Marcin Kierwi\u0144ski addressed accusations regarding the failure to send an RCB alert to Lublin residents. The Prime Minister stated that the threat arose quickly and the fastest, most effective method was naturally the siren.<\/p>\n
He emphasized that according to procedures adopted internationally for such sudden cases, warning actions are undertaken using alarm sirens.<\/p>\n
