Starting August 1, 2026, residents in Syc\u00f3w, Poland, can no longer drop off municipal waste at the local collection point without an individual property-linked card. <\/p>\n
Starting Saturday, August 1, 2026, the rules for using the Municipal Selective Waste Collection Point in one Polish municipality will change. Residents will be able to hand over waste only upon presenting an individual PSZOK Card assigned to their property. This idea may serve as a pilot program and could potentially be implemented in other regions of the country if proven successful.<\/p>\n
For individuals who have already submitted an application and received notification that their document is ready, Friday, July 31 is the last day to collect the PSZOK Card before the new rules take effect. Simply submitting an application does not mean the card is issued immediately. According to the City and Municipality Office in Syc\u00f3w, the document is prepared within up to seven working days from accepting a properly completed application and positively verifying the municipal waste management fee declaration.<\/p>\n
The new system is not a nationwide regulation change taking effect on August 1 across all municipalities. It applies to the Municipal Selective Waste Collection Point in Syc\u00f3w and was introduced based on order no. 444\/2026 by the Mayor of the City and Municipality of Syc\u00f3w dated June 17, 2026.<\/p>\n
The PSZOK Card is a contactless plastic document with an individual identification number assigned to a specific property. During a visit to the point, an employee will be able to verify whether the person bringing waste is authorized to use the system financed by municipal fees.<\/p>\n
The cards are intended for owners of inhabited properties located within the municipality of Syc\u00f3w who have submitted a declaration on the amount of the municipal waste management fee. The first card is issued free of charge. For a single-family home, one document is granted per property. In a multi-family building, one card can be issued for each apartment covered by the municipal system.<\/p>\n
The introduction of the card does not change how the waste management fee is calculated, nor does it establish an additional fee for each visit to the point. The document serves to identify the property and confirm that its owner participates in the municipal waste management system.<\/p>\n
The document is not issued automatically. The property owner or an attorney acting on their behalf must submit an application at the City and Municipality Office in Syc\u00f3w. Officials then check whether an active declaration on the municipal waste management fee exists for the indicated address.<\/p>\n
After positive verification, the card should be prepared within up to seven working days. Information about the possibility of collecting it is transmitted by phone or in writing. This means that a person submitting an application only on July 31 should not assume they will receive the card on the same day.<\/p>\n
The property owner may also authorize another person to deliver waste. The municipality provided two solutions: a permanent authorization for a person living at the given address or a single-use authorization covering a specific visit to the PSZOK. However, the card itself remains assigned to the property, not to the person physically transporting the waste.<\/p>\n
Loss, theft, or damage of the PSZOK Card must be reported immediately to the City and Municipality Office in Syc\u00f3w. The report will allow the document to be blocked and limit the risk of it being used by an unauthorized person.<\/p>\n
The owner can then apply for another card. A duplicate is no longer free of charge\u2014according to the rules adopted by the municipality, its issuance costs 20 PLN. In this case as well, submitting an appropriate application is necessary.<\/p>\n
Individual identification is intended to limit cases of delivering waste to the point originating from outside the municipal system, including from people who do not pay the municipal waste management fee in Syc\u00f3w. Furthermore, the cards will enable more accurate recording of the type and amount of waste transferred and more efficient settlement of services provided in exchange for the collected fee.<\/p>\n
The point at 8 Wroc\u0142awska Street accepts used electrical and electronic equipment, bulky waste, batteries, accumulators, chemicals and their packaging, expired medicines, used tires, engine and gear oils, paper, glass, plastics, metals, ash, bio-waste, and green waste from authorized residents, among other things.<\/p>\n
Construction and demolition waste from households can also be delivered to the PSZOK. In Syc\u00f3w, a limit of up to 1 cubic meter per year applies per property or residential apartment located in a multi-family building.<\/p>\n
According to information published in the Public Information Bulletin, the point is open on Mondays, Wednesdays, Thursdays, and Fridays from 9 AM to 3 PM, on Tuesdays from 11 AM to 5 PM, and on Saturdays from 9 AM to 2 PM. Before arriving, it is worth checking the current working hours, especially on statutory holidays or during periods when the point operator introduces temporary organizational changes.<\/p>\n
The Act on Maintaining Cleanliness and Order in Municipalities imposes an obligation on local governments to create selective municipal waste collection points and ensure residents have easy access to such places. The municipality must also publish information about the address of the point, the days and hours of its operation, and the accepted types of waste.<\/p>\n
In exchange for the municipal waste management fee, the municipality provides property owners with the opportunity to dispose of municipal waste, including transferring specified fractions to the PSZOK. At the same time, regulations permit the establishment of limits regarding used tires, bulky waste, green waste, and construction and demolition waste from households.<\/p>\n
Verification using the PSZOK Card is therefore intended to confirm the connection of the delivered waste to a property covered by the local system.
