Regulations provide a form of financial support aimed at partially covering expenses resulting from the need to provide care and help from another person. People with vision organ problems can apply for, among others, the nursing allowance. The circle of recipients entitled to receive this form of assistance includes four strictly defined groups of beneficiaries.<\/p>\n
A frequent mistake made by patients is the assumption that the mere name of the disease unit found in the patient’s card automatically obliges the authority to grant the nursing allowance. Meanwhile, the legislator has not created a closed list of disease units entitling to the benefit. A medical diagnosis, such as glaucoma, cataract, macular degeneration (AMD), or diabetic retinopathy, constitutes only a starting point for further assessment.<\/p>\n
What does this mean in practice? County disability adjudication boards (PZON) examine not the mere fact of a given disease unit, but the real impact of vision loss on the applicant’s functional efficiency. During the procedure, the functional level of barriers is assessed.<\/p>\n
Mr. Jan (32 years old) has been suffering from glaucoma since he was 18. Due to progressive limitation of the visual field, he has significant difficulties in independent movement and reading documents. Because the disability arose before the age of 21 and he was adjudicated a moderate degree of disability, Mr. Jan meets the conditions for receiving 215.84 PLN per month.<\/p>\n
Mrs. Maria (50 years old) suffered a sharp deterioration of vision as a result of diabetic complications. The disease appeared after the age of 21. To obtain the nursing allowance, the PZON medical commission must adjudicate a significant degree of disability for her. A moderate degree at this age would not give the right to the benefit.<\/p>\n
Beneficiaries must remember that the disability certificate is issued based on the current state of health. A successfully performed surgical procedure, e.g., cataract removal and implantation of a new lens, which restores visual efficiency and eliminates functional barriers, may result in a change of the disability degree during the next control examination. In a situation where the adjudicating authority finds that the patient has regained the ability to exist independently, consequently, the further right to collect the nursing allowance will be revoked due to the lack of fulfillment of statutory requirements.<\/p>\n
Applying for the payment of the benefit requires going through the entire procedure. Missing deadlines may result in the necessity of repeating medical visits.<\/p>\n
The amount of the nursing allowance is low.
