Following the impact of a Russian Kh-101 missile in the Lublin Voivodeship on July 30, the provincial governor acknowledged that the early warning system and siren activations did not function as intended. <\/p>\n
The violation of Polish airspace occurred on Thursday, July 30. The Polish military detected an object that approached to a distance of about 5 km, then changed its flight direction and headed east. About 10 minutes later, another object appeared, flying west before crashing. It turned out to be a Russian Kh-101 missile. The projectile was found in an undeveloped area near the village of Tarnawa-Kolonia in the Lublin Voivodeship.<\/p>\n
Regarding the early warning and alert system, we realize that not everything worked as it should have to the end. The next day we asked local governments for explanations, and by now all of them have reached us, said Lublin Voivodeship Governor Krzysztof Komorski during a Monday press conference.<\/p>\n
First, the governor presented the chronology of events. Around 3:09 AM, the Provincial Crisis Management Center received information about the need to conduct listening watch. Next, district centers received it. Thirty minutes later, information was passed from the Government Centre for Security about a real threat.<\/p>\n
At 3:44 AM, the message was transmitted that generates the entire process to trigger the sirens. At 3:45 AM, the signal was transmitted by the provincial center to the districts, and this alarm covered exactly 17 districts. In seven of them, the sirens were turned on according to plan. I asked for explanations from the 10 that either delayed this process or did not turn them on, said the governor.<\/p>\n
Krzysztof Komorski received information from the duty officer about the alarm activation between 3:49 AM and 3:50 AM. I contacted Provincial Police Commander Tomasz Gil. I was also in contact with Zenon Pisiewicz, the Lublin Provincial Commander of the State Fire Service. At 3:53 AM, officers from the command in Bi\u0142goraj were dispatched and went to the scene to determine the exact location. A few minutes after 4:00 AM, they were already in the vicinity. At 4:19 AM, firefighters joined them, and around 5:10 AM, the exact location of the incident was established. At 5:34 AM, we received information from the Government Centre for Security about the end of the air threat, said the governor.<\/p>\n
Komorski pointed out the conclusions drawn from the event. In the process that lasts from the call for listening to hearing the alarm, to ensuring that this information reaches the District Crisis Management Center and that this person physically turns on the alarm, too much time passes. It is several or a dozen minutes. This is too long and several links need to be removed from this process, said the governor.<\/p>\n
There are 164 locations of our sirens in the Lublin Voivodeship. These devices have the capability of remote activation using specific devices, and additional devices will be at the disposal of the dispatch room of the Provincial Crisis Management Center. In this process, districts will be bypassed to some extent. They will first be turned on immediately after hearing the alarm signal, and then the dispatcher will first turn on the sirens remotely and then contact people to turn on additional devices and inform them about the alarm itself, said the governor.<\/p>\n
There is also a weak point in the process that the people who turn on the alarm\u2014I am talking here about managers in district centers\u2014want to be sure\u2014this is a very serious situation and decision to make\u2014due to which there are situations where at night they still make a phone call to the poviat governor or local government official, which lengthens this process, said the governor. Poviat governors will therefore be urged to equip everyone with permanent authorizations to make such decisions.<\/p>\n
