One pardon was issued at the request of the president and concerned Piotr “Staruch” Staruchowicz, the capo of \u017byleta, the stand of Legia Warsaw ultras, which was confirmed by his defense attorney Krzysztof W\u0105sowski.<\/p>\n
President Nawrocki exercised the right of mercy by waiving the penal measure of a ban on attending mass events, pursuant to Article 54, paragraph 2, point 2 of the Mass Events Safety Act, and also ordered the expungement of the conviction. The motives cited for the pardon included a positive community assessment and the incidental nature of the offense.<\/p>\n
Nawrocki thus responded to a request from a few months prior, when “Staruch” called into Kana\u0142 Zero, asking the president, who was present in the studio, for a pardon. Staruchowicz asked Nawrocki whether “Santa Claus would bring him a pardon this year,” to which the president replied that pardon applications would be handled at the beginning of the year, while assessing that it sounded strange for a fan responsible for cheering not to be able to access the capo stand.<\/p>\n
The issue stems from a stadium ban imposed on him by a court after he stayed in a “place not intended for the public,” specifically on the stadium fence during an away match against Motor Lublin in March 2025. Previously, “Staruch” had been convicted of slapping Legia player Jakub Rze\u017aniczak and for beating a Polonia fan, though he was cleared of drug trafficking charges in 2016.<\/p>\n
During a Tuesday, August 4 conference, presidential spokesperson Rafa\u0142 Le\u015bkiewicz explained Nawrocki’s decision regarding Staruch, stating that it was an incident, previous cases ended in conviction, the individual paid for his actions, and the pardon applies to a specific matter from two years ago as a prerogative giving citizens a chance to change their behavior by examining how their lives have changed since conviction.<\/p>\n
In his view, the case was “obvious” and the court’s decision to penalize Staruch with a stadium ban was unjust, noting that the Lublin club saw nothing unlawful in Staruchowicz’s behavior, while adding that the president does not need to explain why he exercises the right of mercy because he analyzes case documentation in every instance.<\/p>\n
He further stated that it is difficult to reproach the president for making a decision based on the provisions of the Polish constitution, asserting that he has the right to do so and that the ruling authorities must keep their hands off the president’s prerogatives within the democratic legal order described in the Polish constitution.<\/p>\n
The decision by Nawrocki drew critical commentary from Minister of Internal Affairs and Administration Marcin Kierwi\u0144ski, who wrote on X that pardoning someone like Staruch shows what kind of Poland President Nawrocki dreams of.<\/p>\n
During a briefing in front of the Presidential Palace, representatives of the Chancellery also announced an event scheduled for Thursday, August 6, marking the anniversary of Karol Nawrocki’s inauguration.
