Ukrainian men aged 18 to 60 residing abroad must now present military registration documents to access consular services, while the EU excludes draft-evading men from temporary protection. <\/p>\n
According to the RBC-Ukraine portal, Ukrainian male citizens aged 18 to 60 must present not only the required documents but also a military registration document in electronic or printed form. Otherwise, Ukrainian diplomatic missions abroad will be unable to serve them, meaning they will face difficulties when attempting to obtain a passport.<\/p>\n
The new regulations under a resolution by the Cabinet of Ministers of Ukraine contain several exceptions. These do not apply to the issuance of identity documents for returning to Ukraine, consular actions concerning children of Ukrainian citizens where the second parent is a foreigner or stateless person, or citizens who are arrested, detained, or deprived of liberty abroad.<\/p>\n
At the same time, Ukrainian authorities maintain that holding a military document does not automatically entail forced return to Ukraine and engagement in frontline operations. Servant of the People party MP Fedir Venislavsky explained to Radio Svoboda that receiving a military registration document in no way means citizens will be mobilized immediately.<\/p>\n
He added that a mechanism to force Ukrainian citizens to return if they do not wish to, have legally crossed the state border, and face no criminal proceedings in Ukraine is essentially quite difficult to implement.<\/p>\n
In late July, EU member states officially agreed to extend temporary protection for refugees from Ukraine by another year until March 4, 2028, and to exclude draft-age men from it. Temporary protection will not be granted to individuals who fail to fulfill their military obligations under Ukrainian law and consequently lack authorization from Ukrainian authorities to leave Ukraine, with mobilization age in Ukraine ranging from 25 to 60 years.<\/p>\n
This new provision will not apply to Ukrainians already under temporary protection in the EU, affecting only those applying for the first time. To receive protection, arrivals from Ukraine must prove they fulfilled military obligations by showing a passport with an exit stamp confirming legal departure, or by presenting a document confirming exemption or fulfillment of military duties.<\/p>\n","protected":false},"excerpt":{"rendered":"
