As Germany evaluates the revival of compulsory military service, the Ministry of Family Affairs has surveyed organizations regarding infrastructure for conscientious objectors. <\/p>\n
In recent months, the German Ministry of Family Affairs asked 23 associations and organizations what resources they would be able to provide in the event of the reintroduction of civil service. A ministry spokesperson confirmed the survey and the existence of such plans to “Bild”.<\/p>\n
“Bild” reported that Germany will present its plans regarding alternative service after the holidays.<\/p>\n
According to the spokesperson, 22 out of 23 associations and organizations indicated that their infrastructure and facilities would be ready to offer diverse placements to those performing alternative service if compulsory military service is restored.<\/p>\n
The spokesperson noted that as long as there is no conscription, there is no alternative service. However, they added that should compulsory military service prove necessary one day, the state must have a prepared foundation for modern alternative service in advance. “Bild” reported that the German ministry will officially present its plans after the holiday break, which lasts until early September.<\/p>\n
Compulsory military service in Germany has remained suspended since 2011, but the right to refuse military service on grounds of conscience, enshrined in the Basic Law, still applies. Until the suspension of the general draft, men who refused military service due to conscience could choose alternative service. Along with the suspension of the draft, alternative service was also abolished, replaced by the federal voluntary service, which is open to everyone regardless of age and gender and is performed on a voluntary basis.<\/p>\n
A new military service model has been in effect in Germany since January. It provides for compulsory military qualification for all young men and the possibility of introducing a draft via lottery if the number of volunteers proves insufficient.<\/p>\n
The right to refuse service on grounds of conscience also applies to this model. To use it, a young German must submit a written application with a justification to the Bundeswehr career center, from which it is sent for review to the Federal Office for Family and Civil Society Affairs (BAFzA). Applications detailing why one’s conscience does not permit the use of weapons against another human being can be submitted not only by individuals who have never served in the German army, but also by reservists and active-duty soldiers.<\/p>\n","protected":false},"excerpt":{"rendered":"
