Warsaw Mayor Rafa\u0142 Trzaskowski released a damning audit of the Southern Hospital on Wednesday, revealing extreme shift lengths, double billing, and severe administrative irregularities. <\/p>\n
An audit conducted at Warsaw’s Southern Hospital revealed irregularities regarding work organization, contract execution, shift accounting, and the functioning of the Hospital Emergency Department. Among the findings were shifts lasting up to 110 hours, double accounting of working time, and the payment of remuneration for a function not provided for in the facility’s organizational regulations.<\/p>\n
On Wednesday, August 5, Warsaw Mayor Rafa\u0142 Trzaskowski presented the results of the audit concerning the functioning of the Warsaw Southern Hospital. The inspection was ordered after media publications described possible irregularities at the facility, including the employment and remuneration rules of Dr. Dawid Kacprzyk, a former Civic Coalition councilman in the Ursus district.<\/p>\n
The completed audit contains 44 recommendations for the hospital, with Mayor Trzaskowski focusing on six main areas related to the employment, remuneration, and work accounting of the doctor acting as the emergency department coordinator. The position of Hospital Emergency Department coordinator was not included in the facility’s organizational regulations, yet the hospital paid remuneration for these duties for about a year and a half.<\/p>\n
Auditors analyzed the rates paid to the doctor, which initially stood at 230 PLN per hour, before rising to 300 PLN and later 330 PLN per hour. This remuneration exceeded the rates of some experienced specialists despite the doctor being in his second year of specialization, and documentation contained no justification for the subsequent raises.<\/p>\n
Despite an existing contract, the hospital held a competition that resulted in a second contract with a higher rate, alongside an additional contract worth 10,000 PLN monthly whose duties partially overlapped with shift tasks. Documents failed to clearly separate activities performed under individual contracts, creating a risk that the hospital paid twice for the same tasks.<\/p>\n
The individual performing coordinator duties had access to hospital security camera feeds, but the facility failed to maintain a log to determine who used the monitoring system and when. Although the hospital possessed an electronic access control system to track employee entries and exits, these records were not used to account for doctors’ working hours, relying instead on schedules and doctor statements.<\/p>\n
One of the most serious findings involved multi-hour shifts lasting continuously for 48, 60, and 72 hours, with the longest recorded shift reaching 110 hours, nearly five days. Controllers also noted a case where the exact same eight-hour shift on two different wards was accounted for and paid simultaneously, alongside situations where the doctor provided services elsewhere during paid Southern Hospital shifts.<\/p>\n
In one case, the doctor allegedly approved his own hourly accounts, prompting 33 billing corrections totaling over half a million PLN for the period from January 31, 2025, to June 16, 2026. Rafa\u0142 Trzaskowski also reported a penalty imposed by the National Health Fund due to excessive waiting times for emergency medical teams to transfer patients.<\/p>\n
Documentation failed to confirm the doctor’s presence in the hospital in some analyzed cases, and controllers noted insufficient staffing at the emergency department registration desk. A separate Supreme Audit Office inspection previously revealed that the emergency department admitted scheduled patients improperly and failed to properly separate National Health Fund services from commercial services.<\/p>\n
The Warsaw District Prosecutor’s Office is handling the irregularities through two investigations, the first concerning suspected disadvantageous asset disposition of at least 558,558.70 PLN via unreliable billing data. The second investigation covers a lack of proper supervision over emergency department operations, patient admission rules, coordinator compensation, and potential failure to supervise by responsible parties.<\/p>\n
Following the presentation of initial audit findings on June 17, the hospital terminated contracts with Dawid Kacprzyk, filed a notification with the prosecutor’s office, and dismissed the entire previous management board.
