The Supreme Administrative Court has dismissed the cassation appeal filed by Law and Justice regarding withheld state subvention funds, prompting sharp reactions from government ministers. <\/p>\n
Law and Justice filed a complaint after failing to receive the third installment of its 2024 subvention from the Ministry of Finance, amounting to nearly 6.5 million PLN. The Ministry withheld the funds due to the National Electoral Commission’s rejection of the party’s electoral report regarding financing for the 2023 parliamentary election campaign.<\/p>\n
In June of last year, the Voivodeship Administrative Court in Warsaw ruled that the Minister of Finance was not inactive in withholding the money. Law and Justice appealed the verdict to the Supreme Administrative Court, which has now dismissed the cassation appeal.<\/p>\n
Minister of Finance Andrzej Doma\u0144ski stated on platform X that the court ruling devastating for PiS was upheld with the cassation dismissed, while Prime Minister Donald Tusk commented that there is and will be no money for swindlers. Minister Doma\u0144ski added during a TVN24 appearance that PiS treated public funds as its own during the campaign and spent them on political goals.<\/p>\n
The National Electoral Commission rejected the financial report in August 2024, reducing the annual subvention to slightly over 15 million PLN after alleging 3.6 million PLN in campaign financing irregularities and the use of public funds.<\/p>\n
The Ministry of Finance calculated that PiS was not entitled to the third installment having already received about 13 million PLN. The Voivodeship Administrative Court previously dismissed the party’s complaint, noting that the minister acts merely in a formal and technical capacity based on information provided by the PKW.<\/p>\n
Concurrently, PiS challenged the PKW resolution in the Supreme Court’s Chamber of Control Extraordinary and Public Affairs. Although the chamber ruled in favor of PiS in December 2024 and the PKW subsequently stated it accepted the report, the court maintained that the chamber’s ruling has no legal effect and the August 2024 resolution rejecting the report remains in force.<\/p>\n
According to data from Gazeta.pl, political party accounts received over 36 million PLN by May of this year, with Civic Coalition obtaining nearly 12 million PLN, PiS 7.5 million PLN, New Left nearly 5 million PLN, Confederation approximately 4.1 million PLN, Poland 2050 and PSL 3.7 million PLN each, and the Greens 275.5 thousand PLN.<\/p>\n
In 2024 and 2025, Civic Coalition received over 46.7 million PLN in total, while Law and Justice obtained 32.2 million PLN over the same two years, comprising over 18.8 million PLN in 2024 and 13.4 million PLN in 2025.<\/p>\n
Subvention installments are paid by the 30th day of the month following the quarter for which they are due.
