A Warsaw apartment bequeathed to the Children’s Health Center was split into four micro-apartments for tourists, rented by the son of the company’s president, sparking disputes and investigations. <\/p>\n
A lonely elderly man bequeathed an apartment on Chmielna Street in Warsaw, wanting the property to serve those in need. The majority of the shares were received by the Children’s Health Center. However, the premises do not directly help patients or their parents\u2014it was divided into four micro-apartments and is commercially rented to tourists. The tenant of the premises is the son of the president of a company belonging to the Institute. The CZD ensures that he was selected in an open competition, according to Onet.<\/p>\n
The premises have 55 square meters. According to documents described by Onet.pl, three-quarters of the shares belong to the Children’s Health Center, while the remaining parts belong to the Association for the Care of the Blind in Laski and the State Treasury. The capital city hall informs that the State Treasury’s share is 12 percent.<\/p>\n
After taking over, the property required a major overhaul. The work was carried out by the Patron company, whose sole shareholder is the Institute. The renovation carried out at the turn of 2018 and 2019 cost 214,670 PLN gross. The first lease agreement was concluded on May 28, 2019, and the current one has been in effect since March 1, 2023.<\/p>\n
The Children’s Health Center emphasizes that the will did not contain an obligation to make the apartment available to parents of hospitalized children. The facility also argues that the premises on Chmielna Street are located too far from the hospital in Mi\u0119dzylesie. Commuting by public transport can take about an hour.<\/p>\n
The apartment is managed by Stanis\u0142aw Frelek, the son of Piotr Frelek, the president of the Patron company. The premises are rented to tourists via online reservation services. In June 2026, the price of two nights for two people, in a room with a shared bathroom, was 713 PLN.<\/p>\n
The Institute and the Patron company ensure that the tenant was chosen in an open competition. Information about the procedure was to be posted on the website and at the company’s headquarters, as well as on the OLX and Otodom services. Two offers were submitted. Stanis\u0142aw Frelek’s proposal provided for a rent higher by 600 PLN per month and a longer lease period.<\/p>\n
According to the president of Patron, the bidder’s relation was disclosed in the documentation, and the procedure was supervised by the supervisory board. Piotr Frelek argues that the company does not have the facilities allowing for independent management of daily rentals in the center of Warsaw. Therefore, a model was chosen in which Patron receives a fixed rent, while the tenant is responsible for the condition of the premises, its cleaning, acquiring guests, and ongoing service.<\/p>\n
From June 2023 to May 2026, the Institute received 45,962.53 PLN gross from the Patron company. Currently, the monthly fee transferred by Patron to the Children’s Health Center is 1,407.62 PLN. In turn, the tenant pays the company 3,791.52 PLN gross per month. The surplus over the amount transferred to the Institute remains the income of Patron.<\/p>\n
The company itself received from the rental 21,131.10 PLN in the period from June to the end of 2019, 20,013.19 PLN in 2020, 28,292.29 PLN in 2021, 37,524.23 PLN in 2022, 38,596.95 PLN in 2023, 42,862.08 PLN in 2024, and 44,911.14 PLN in 2025. From January to May 2026, revenues amounted to 19,235.55 PLN.<\/p>\n
The actual revenues achieved by Stanis\u0142aw Frelek from renting the four micro-apartments to tourists were not disclosed. The calculation of maximum revenues presented by Onet.pl assumes full occupancy and a price of about 350 PLN per night for one apartment. This is an estimate, not a confirmed income of the operator.<\/p>\n
The capital city hall informed that the State Treasury Property Management Board was not asked for consent to the renovation. The State Treasury currently does not receive rental income. Proceedings for the abolition of co-ownership are pending before the District Court for Warsaw-\u015ar\u00f3dmie\u015bcie. The value of the apartment, the amounts due to co-owners, and the method of settling past income are to be determined by the court with the participation of an expert.<\/p>\n
Separate objections were raised by the Chmielna 34 housing community. A notification regarding the suspicion of changing the manner of use of apartments and carrying out works without required formalities was sent to the Poviat Construction Supervision Inspectorate. This is a notification, not a ruling determining a violation of regulations.<\/p>\n
Residents indicate that transforming premises into sets of small daily rooms increases the number of people using the building’s common areas. In their opinion, this translates into noise, faster wear of infrastructure, and deterioration of the living comfort of permanent residents.<\/p>\n
The case of the Children’s Health Center apartment appears during work on tightening the rules of short-term rental. In July 2026, the Council of Ministers adopted a draft providing for the recognition of such apartment rentals as a hotel service. Facilities are to go to the Central Register of Tourist Accommodation Facilities, receive identification numbers, and meet order and fire safety requirements.<\/p>\n
The draft also assumes penalties for conducting activities without registration. Residents and housing communities are to receive the ability to apply for inspections, and identified violations may lead to the removal of the facility from the register.
