According to a Supreme Audit Office report, the Institute of National Remembrance failed to charge former head Karol Nawrocki 55,200 PLN in rent and utility fees for a guest room. <\/p>\n
Karol Nawrocki formally served as the President of the IPN until his swearing-in as President of the Republic on August 6, 2025. Consequently, the Supreme Audit Office (NIK) report on the execution of the state budget in 2025 partially covers the period when Nawrocki managed the Institute of National Remembrance.<\/p>\n
The report’s authors included the determination and recovery of dues for a 71-square-meter guest room at the IPN headquarters, which Karol Nawrocki used from October 2022. The report states that starting in October 2022, no rental or utility fees totaling 55.2 thousand PLN were charged in connection with providing the guest room to the IPN President, which contradicted the management principles specified in Article 44 of the Public Finance Act.<\/p>\n
The First Deputy President of the IPN explained, among other things, that the IPN President, much like his predecessors, was not burdened with the costs of using the IPN guest room. This practice was both customary and a result of the purpose for which IPN Presidents used these spaces.<\/p>\n
The IPN explanation cited in the report notes that due to the specific nature of the function (often representative), the multitude of tasks, and irregular working hours that frequently began early in the morning and ended late at night, the IPN President was provided with guest rooms for official duties.<\/p>\n
The decision to allocate the apartment to the President served as a tool necessary for the function holder to perform official duties. At the same time, the IPN introduced regulations for using guest rooms at the facility located at 1 Janusza Kurtyki Street in Warsaw.<\/p>\n
