A new report commissioned by Dziennik Gazeta Prawna argues that Poland must stop treating healthcare as a budgetary burden and start viewing it as a vital investment in economic productivity and national resilience. <\/p>\n
Public debate on healthcare is too often fixated on costs rather than the return on investment. Effective health policies deliver more than just better medical statistics; they drive economic strength, labor productivity, and state stability.<\/p>\n
The report, “Return on Investment in Health: A Catalyst for Economic Growth and Resilience,” developed by leading Polish experts, calls for a shift in perspective. It highlights that Poland currently suffers from approximately 144,000 avoidable deaths annually, with premature mortality among those under 75 costing the economy roughly 2.9 percent of GDP, or 115 billion PLN in 2025 terms.<\/p>\n
Poland faces significant structural tensions in its health system. Spending on prevention remains critically low at just 1.7 percent of current health expenditure\u2014half the OECD average of 3.4 percent. Eurostat data from 2022 shows Poland spent 21.6 EUR per capita on prevention, compared to the EU average of 202.2 EUR.<\/p>\n
Despite rising expenditures, the system faces growing financial pressure. The National Health Fund (NFZ) deficit has ballooned from 23.6 billion PLN in 2024 to 33.6 billion PLN in 2025. While national budget subsidies to the NFZ have increased, the reliance on outdated funding mechanisms fails to address the escalating needs of the population.<\/p>\n
Poland remains an economic anomaly, ranking fifth in the EU by total GDP but trailing at 21st in GDP per capita. Experts argue that the country\u2019s failure to treat health as a strategic capital asset hinders its potential, as current health spending stays well below the 10 percent of GDP average seen across the EU-27.<\/p>\n
To rectify this, the report recommends institutionalizing the measurement of health as a economic value, fostering inter-ministerial cooperation, and implementing Health Impact Assessments for all major regulations.
