The government is preparing to overhaul the excise tax refund system for fuel used in agricultural production. Draft bill UD423 moves away from regulations that have been in place for over 20 years, aiming to centralize and digitize the procedure.<\/p>\n
Farmers currently submit multiple applications to municipal offices for land located in various jurisdictions. The new system will consolidate this into a single, centralized electronic application managed by the Agency for Restructuring and Modernisation of Agriculture (ARiMR).<\/p>\n
The project changes how refund limits are calculated for crop production, basing them on agricultural land approved for direct payments in the previous year rather than land registry data. New provisions also allow heirs of agricultural producers to claim refunds to ensure financial continuity.<\/p>\n
The head of the National Revenue Administration (KAS) will automatically share structured invoice data with the ARiMR, eliminating the need for farmers to submit additional documentation for verification purposes.<\/p>\n
The Council of Ministers is expected to adopt the draft in the third quarter of 2026 before it proceeds to parliament.
