The Polish Ministry of Infrastructure has unveiled a major legislative project, UD402, introducing mandatory GPS-tracked training, modernized testing protocols, and stricter instructor requirements, with most changes taking effect in 2027.<\/p>\n
The reform introduces significant changes to Category B and B1 licensing. The maneuver field portion of the practical exam will be eliminated, shifting the entire assessment to real-world road conditions. While the field will be removed from the test, driving schools may continue to use it for training at the instructor’s discretion.<\/p>\n
Additionally, the bill prevents candidates from taking the practical exam multiple times in one day, limiting retakes to situations beyond the candidate’s control, such as vehicle failure. A new mandatory practical training session will be required for those who wait more than two years between completing their course and taking their first exam.<\/p>\n
The validity of the theoretical exam will now be capped at 24 months, ending the current system of permanent validity for passing grades. Candidates who pass their theory exam before the new law goes into effect will retain their indefinite status.<\/p>\n
A new digital student card will be implemented to standardize driver training. This system will record training routes via GPS, the duration of sessions, instructor data, and provide electronic confirmation of each lesson. The initiative also includes issuing individual identification numbers for both students and instructors.<\/p>\n
The reform mandates the recording of audio and video for all internal practical exams at driving schools, extending existing requirements for state exams to all license categories. Recordings will be stored for 90 days, or longer if involved in official proceedings.<\/p>\n
New standards for instructors will be introduced, requiring at least a secondary or vocational secondary education. Furthermore, the mandatory period of holding a driving license for prospective instructors will increase from two to three years.<\/p>\n
A new Examination Center will be established under the Motor Transport Institute, replacing the current commission for exam question verification. This transition will reduce the exam question database from over 3,500 to approximately 1,500.<\/p>\n
Implementation is staggered: the majority of regulations begin on January 1, 2027, followed by new instructor requirements and recording mandates on July 1, 2027. The Examination Center is slated for January 1, 2028, with the full digital student card system launching on January 1, 2029.<\/p>\n
