This trend resembles “greenwashing,” where products gain an environmental image without technical substance. In the property market, this has become “safetywashing,” where developers sell a false sense of security through vague terminology like “safe shelter” or “protective certification” instead of offering verified engineering specs.<\/p>\n
The current regulations differentiate between three levels of protection: the Temporary Emergency Shelter (MDS), a hideout, and a full-scale shelter. A “hideout” offers greater structural integrity, primarily protecting against building collapses and shrapnel. Finland serves as a prime example, with over 50,000 civil defense shelters integrated into everyday buildings like schools and apartments. For Polish developments, incorporating this level of protection from the start is more cost-effective than retrofitting. Jarosz estimates that integrating proper shelter equipment\u2014such as blast valves and air filtration\u2014can add only a few percent to the total cost of an apartment, serving as a long-term, one-time investment in collective safety.<\/p>\n
While the new law on civil protection creates a framework for collective defense, the technical requirements for Polish shelters are often so rigorous that they drive up costs significantly, leading investors to favor cheaper, less secure MDS solutions. Finding a balance between compliance and cost-effective, high-standard protection is the current challenge for the industry.<\/p>\n
Prospective buyers should demand specifics: Is the space an MDS or a certified shelter? Does it have an air filtration system, blast valves, and an emergency exit?
