From July 1 through September 30, all bus travel in the city is completely free for everyone, with no tickets or identification required. Local authorities have designated this period as a trial phase to help residents familiarize themselves with a newly reorganized network of bus connections.<\/p>\n
Beyond removing fares, the city has implemented a “clock-face” scheduling system, ensuring departures occur at regular, predictable intervals. This coordination aims to simplify trip planning and reduce service gaps by preventing multiple buses from arriving simultaneously.<\/p>\n
Beginning in October, the free service will be restricted to holders of the local resident card. Eligibility is contingent upon being registered as a city resident, paying personal income tax (PIT) within the municipality, and fulfilling local waste management obligations.<\/p>\n
City officials view the resident card as an essential tool for ensuring that public services are funded by those who contribute to the local economy. The program extends to students and children, provided they meet specific criteria set by the municipal government.<\/p>\n
The overhaul includes an increase in total service distance by approximately 30,000 kilometers annually to better serve peripheral neighborhoods. Currently, the city operates 14 bus lines, covering 1.14 million kilometers per year, with plans to standardize the fleet’s visual branding in yellow and silver.<\/p>\n
The annual cost for maintaining free transit is estimated at 1.7 million PLN. Mayor Arkadiusz Bogucki describes this as a major social initiative, noting that the ultimate success of the program depends on service punctuality and ease of access.<\/p>\n
Skar\u017cysko-Kamienna follows the example of Starachowice, which introduced a similar resident-based free transit model in April 2022. Since then, Starachowice has reported a significant increase in annual ridership, climbing from 1.8 million passengers in 2021 to over 4 million annually in subsequent years.<\/p>\n
Other Polish cities, including Gorz\u00f3w Wielkopolski, Pruszk\u00f3w, \u017bory, and Lubin, have implemented varying forms of free or incentive-based public transport.
