Poland Outlines Shelter Guidelines for Public Buildings

Poland’s Interior Ministry has issued new guidelines regarding the creation of shelters in public buildings, with exemptions for some facilities.

Shelters and Coverings in Population Protection and Civil Defense

The Ministry of Internal Affairs and Administration has presented a proposal for new guidelines concerning the creation of protective structures (shelters and coverings) in public utility buildings. These structures will not be mandatory in all locations for residents.

Legal Basis

According to Article 93 of the Act of December 5, 2024, on Population Protection and Civil Defense, a protective structure must be provided in a public utility building (including offices, cultural institutions, hospitals, and schools), unless specific regulations state otherwise.

Types of Protective Structures

Protective structures include shelters and coverings that must meet appropriate technical conditions. Collective protection facilities also include temporary shelters that are not construction structures. The Minister of the Interior and Administration will determine, through regulation, the cases in which:

The draft regulation of the Minister of the Interior and Administration regarding the provision of protective structures in public utility buildings specifies situations where a shelter or covering will not be required, such as in offices and schools.
