Poland Receives First SAFE Program Advance for Defense Modernization

Prime Minister Donald Tusk confirmed the receipt of the first funds from the EU’s SAFE program, a 43.7-billion-euro initiative intended to strengthen Poland’s defense capabilities and industrial sector.

Defense Spending as a Preventative Strategy

Poland, the largest beneficiary of the EU’s SAFE program, has requested funding for 139 separate projects totaling over 180 billion PLN. Prime Minister Tusk emphasized that these investments are essential for national security, stating that the expenditure is aimed at deterring conflict and ensuring the country remains fully secure through complete military modernization.

Initial Contracts for Cybersecurity and Equipment

On Thursday, the first contracts funded by SAFE were finalized. These include the procurement of post-quantum IP encryptors from Enigma, high-trust cryptographic systems from Krypton Polska, secure data exchange platforms from Filbico, and mobile cybersecurity laboratories from Media sp. z o.o. These deliveries are intended to support the Cyberspace Defense Forces.

Expanded Defense Procurement

The Armament Agency has further expanded its acquisition strategy by signing contracts with Maskpol for hundreds of thousands of HBT-02 helmets and tens of thousands of tactical vests. Existing agreements with Celtech and Jelcz were amended to incorporate SAFE funding. Additionally, WB Electronics was contracted for Warmate loitering munitions, Gladius search-and-strike systems, and FlyEye UAVs, while Remontowa Shipbuilding will deliver two hydrographic vessels for 1.5 billion PLN.

Scope and Deadlines of the SAFE Mechanism

The SAFE program offers 150 billion euros in low-interest loans, primarily for European-produced military equipment. To qualify for single-procurement financing, contracts had to be signed by May 30. Purchases made after this date must be executed as common procurements involving at least two participating nations. By May 30, Poland had allocated 100 billion PLN across approximately 40 comprehensive contracts, benefiting over 10,000 domestic firms.
