Poland to Ban Cell Phones in Primary Schools by 2026

Poland’s Education Minister Barbara Nowacka announced a nationwide ban on cell phone use in primary schools starting September 1, 2026, following discussions with Prime Minister Donald Tusk.

National Youth Strategy and Phone Ban

Barbara Nowacka presented updates on the National Youth Strategy during a press conference in Olsztyn on Wednesday, March 18th. The strategy will incorporate findings from the “Youth Diagnosis 2026” report, a comprehensive 450+ page analysis of Poland’s youth.

The Minister indicated the strategy’s completion by autumn, but emphasized the need for immediate action on certain issues.

Implementation of the Cell Phone Ban

The Ministry of Education is finalizing legislation to prohibit cell phone use in primary schools from September 1, 2026. Minister Nowacka stated this decision was expedited after a conversation with Prime Minister Donald Tusk.

Exceptions and Concerns Regarding Addiction

The new regulations will prevent students from using phones during lessons and breaks, with exceptions made only for justified reasons, such as medical needs or teacher-approved educational activities. Nowacka highlighted concerns about children’s growing dependence on the internet.

Data on Youth and Technology Use

According to the report, 71% of teenagers believe they are addicted to their phones, 60% experience chronic fatigue, 44% struggle to distinguish truth from falsehood online, and 47% of those aged 13-16 have encountered harmful content online.

Digital Hygiene and Teacher Support

Digital hygiene will be integrated into school curricula alongside the legislative changes. The Minister emphasized the need for a nationwide ban to provide teachers with clear guidelines and effective tools to manage phone use.

Social Media Restrictions and Future Plans

Restrictions on social media use for individuals under 15 are slated to take effect next year, while the cell phone restrictions in schools will begin this September, as announced by members of the Civic Coalition parliamentary club.
